Nghe An Police leads the industry in administrative reform

(Baonghean.vn) - In 2016, Nghe An Police was honored to be ranked 1st out of 103 units and localities in the People's Police force in terms of administrative reform by the Ministry of Public Security.

Identifying administrative reform as a particularly important task, to lead the administrative reform work, the Provincial Police Party Committee has issued 4 Resolutions related to administrative reform work, organized 3 dialogue conferences between the Provincial Police Director and the force receiving people, handling administrative procedures; dialogue conference with the commune police force; dialogue with the Youth Union and Women's Union. Thereby, strongly improving the sense of serving the people of officers and soldiers, removing difficulties and obstacles in administrative reform work.

On the morning of July 26, the provincial interdisciplinary working group led by Mr. Le Dinh Ly - Deputy Director of the Department of Home Affairs had a working session with the Provincial Police on administrative reform. Attending the working session on the side of the Provincial Police were Colonel Ho Van Tu - Deputy Director of the Provincial Police, representatives of leaders of departments, offices, units and localities of the Provincial Police.

Nghe An Provincial Police is the first locality to research, develop and apply administrative reform since 2013, proposing to simplify 121 administrative procedures, standardize processes, and publicize 95 administrative procedures related to organizations and individuals on the electronic Public Security Newspaper; and is coordinating with VNPT Nghe An to provide 95 online public services for organizations and individuals on the Nghe An electronic information portal.

Nghe An Provincial Police has 24 one-stop departments, which are invested in spacious and modern facilities. Most of the one-stop departments are equipped with surveillance cameras, transmitting images and sounds directly to the office of the unit head to monitor the reception of people and the settlement of administrative procedures of people. Currently, there are 9 fields implemented through the one-stop department.

Up to now, the time for handling administrative procedures in all areas has been shortened to the maximum, such as: Issuing ID cards quickly at the one-stop department of the Provincial Police for citizens across the province, returning results within 3 days, a reduction of 17 days; registering permanent residence shortened by 14 days; issuing Vietnam-Laos border travel permits reduced by 2 days...

Information technology is increasingly applied in the police work, to date more than 30 software applications have been deployed in administrative reform work. Typical examples include software for managing complaints, denunciations, handling traffic violations, managing investigation information, etc.

Speaking at the meeting, Colonel Ho Van Tu affirmed: The leaders of the Provincial Police clearly identified administrative reform as a particularly important political task associated with the political goals identified at the Provincial Police Party Congress for the 2015-2020 term. Accordingly, the Provincial Police have been proactive and flexible in leading, directing and implementing many administrative reform solutions.

Typically, the Provincial Police Party Committee issued a Resolution on administrative reform tasks in the new situation, this is the first Resolution in 103 units and localities under the People's Police force. Digitized 3 million paper copies to serve the professional and technical work of the industry. Issued more than 14,000 free ID cards to the elderly, disabled people, etc. at their places of residence.

Discussing at the working session, representatives of leaders of departments, offices and local police recommended that the Provincial People's Committee pay attention to investing funds and facilities to build an office system and implement administrative reform solutions, especially the online meeting system.

Annually, the announcement of the results of determining the administrative reform index of agencies, departments and branches in Nghe An should include specific scores and rankings of each unit to commend and recognize units that perform well in administrative reform work.

At the same time, it is recommended that the Department of Justice coordinate in resolving shortcomings and problems in procedures for amending and issuing identity cards related to birth certificates, etc.

Through on-site inspections at departments, offices and units of the Provincial Police, comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs highly appreciated the results of administrative reform of the Provincial Police.

Regarding the upcoming tasks, he suggested that the Provincial Police should pay attention to periodically reviewing the tasks of building annual plans on administrative reform work to have measures to direct the completion of the annual plan, continue to review, reduce and shorten the time to handle administrative procedures.

Fully deploy administrative procedures through the one-stop shop, pay attention to deploying high-level online public services, pay more attention to propaganda work on implementing administrative reform work of the industry so that people can access services; coordinate better with relevant agencies in resolving difficulties and inadequacies in handling records and procedures for citizens...
