Nghe An Police guide the process of granting identity accounts to agencies and organizations
Pursuant to Plan No. 579/KH-TCTTKDA dated December 18, 2024 of the Working Group implementing the Project on developing the application of population data, identification and electronic authentication of the Ministry of Public Security on registration, issuance, management and use of electronic identification accounts for agencies and organizations, Nghe An Provincial Police Department guides the specific process as follows:
1. Implementation sequence:
Step 1:Submit application
(1) The legal representative, head of the agency or organization, or the person authorized by the legal representative or head to use his/her level 02 electronic identification account logs into the National Identification Application (VNeID), provides information according to the instructions and sends a request for an electronic identification account to the agency or organization after obtaining the consent of all other legal representatives of the organization (if any).
(2) In case the legal representative, head of the agency, organization or authorized person directly submits the application to the District, Town, City Police Department under the province, City under the centrally-run city (hereinafter referred to as District-level Police Department), he/she shall declare the Application for issuance of electronic identification account for the agency or organization (Form TK02 issued with Decree No. 69/2024/ND-CP dated June 25, 2024 regulating electronic identification and authentication) to the receiving officer.

Step 2:The department receiving the application for electronic identification account issuance of the agency or organization sends the request for electronic identification account issuance of the agency or organization to the agency managing electronic identification and authentication.
Step 3:The electronic identification and authentication management agency shall check and authenticate information about agencies and organizations in the National Database of Business Registration, national databases and other specialized databases. In case the information about agencies and organizations is not yet available in the National Database of Business Registration, national databases and other specialized databases, the dossier receiving agency shall notify and verify the information about the agencies and organizations. The verification results shall be reported to the electronic identification and authentication management agency to decide whether or not to grant an electronic identification account to the agency or organization.
Step 4:The electronic identification and authentication management agency shall notify the result of the registration for an electronic identification account to the applicant via the National Identification Application or the registered mobile phone number or email address. In case the conditions for granting an electronic identification account are not met, the electronic identification and authentication management agency shall notify in writing, via text message or via the applicant's electronic identification account.
2. How to do:
- Register directly at the identity management agency at a convenient location;
- Register online on the national identification application/website VneID.
3. Processing time:
- No more than 03 working days in cases where the information requiring authentication about the organization is already in the national database or specialized database;
- No more than 15 days in cases where the information to be verified about the organization is not in the national database or specialized database.
4. Profile components:
Application form for electronic identification account for agencies and organizations (Form TK02 issued with Decree No. 69/2024/ND-CP dated June 25, 2024 regulating electronic identification and authentication).
5. Subject of implementation:
All agencies and organizations are registered, which are divided into 04 groups:
Business;
Cooperative;
Agencies and organizations with tax codes (Not registered for business). For example: State agencies, public service units, Women's Unions, Provincial Youth Unions, etc.;
No business registration, cooperative, tax code (Remaining organizations).
6. Implementation results:
Notification of results via VNeID application or SMS message or email address. In case of ineligibility for electronic identification account issuance, the Electronic Identification and Authentication Management Agency will notify in writing, via SMS or via the electronic identification account of the person making the registration.
