Nghe An Provincial Police will begin issuing ordinary passports through the public service portal starting June 1st.
(Baonghean.vn) - According to information from the Immigration Department (Ministry of Public Security), from June 1st, 2022, the procedure for applying for a regular passport (passport without an electronic chip) will officially be implemented nationwide on the National Public Service Portal: http://dichvucong.gov.vn or the Ministry of Public Security's Public Service Portal: http://dichvucong.bocongan.gov.vn.

Starting on June 1st, 2022, along with police forces nationwide, the Nghe An Provincial Police will begin issuing ordinary passports (without electronic chips) through the public service portal.
This is a level 4 public service, allowing Vietnamese citizens to log into the Government's Public Service Portal or the Ministry of Public Security's Public Service Portal, register their applications, pay fees online, and receive their passports via postal service or in person at the immigration management agency when the results are available.

By using level 4 online public services, citizens will minimize the number of trips and the waiting time for submitting applications and receiving results. Through internet-connected devices (computers, smartphones, tablets, etc.), citizens can proactively conduct transactions at any time of day, from anywhere with internet access.
Furthermore, when implementing level 4 online public services, digitized documents will reduce the paper burden on government agencies, minimize direct contact with officials, prevent and limit corruption and inconvenience, and increase the transparency of administrative procedures.
While awaiting implementation, in addition to organizing the acceptance of passport applications at level 3 as currently, the Nghe An Provincial Police will continue to direct the Immigration Management Department to organize guidance, support, and encouragement for people to apply at level 4 directly at the unit's headquarters, ensuring progress and delivering results to people's homes.

Regarding the application process, citizens access the Ministry of Public Security's online public service portal, log in, fill out the application form X01, provide their email address, upload a portrait photo (to be printed on the passport), choose the method of receiving the passport (via postal service or in person at the immigration office), provide the passport delivery address, and pay the fee online when requested by the receiving officer.
In cases where citizens do not meet the eligibility requirements for Level 4 public services or wish to submit their applications in person, the current passport application registration, acceptance, and processing procedures will apply. All these operations will be conducted online, and citizens can use the existing application receiving computers located at the Immigration Management Department (Nghe An Provincial Police).
