Nghe An Police to issue ordinary passports through public service portal from June 1
(Baonghean.vn) - Information from the Immigration Department (Ministry of Public Security), from June 1, 2022, the procedure for applying for ordinary passports (passports without electronic chips) will be officially implemented on the National Public Service Portal: http://dichvucong.gov.vn or the Ministry of Public Security's Public Service Portal: http://dichvucong.bocongan.gov.vn nationwide.
To prepare for the implementation process, on May 26, 2022, the DepartmentImmigration Management(Ministry of Public Security) held an online training conference for the Public Security of 63 provinces and cities across the country.

Training contents include: Instructing officers of the Immigration Management force on registration, management, and use of electronic signatures in receiving and processing online public service records; Instructing on using functions on the Ministry of Public Security's Public Service Portal; Instructing citizens on using the function of registering passport application records and paying fees online at level 4...
Coming up, on June 1, 2022, together with the National Police, Nghe An Provincial Police will deploy the issuance of ordinary passports (without electronic chips) through the public service portal.
This is a level 4 public service, serving Vietnamese citizens to log in to the Government's Public Service Portal or the Ministry of Public Security's Public Service Portal, register documents, pay fees online, receive passports by post or come directly to the immigration management agency when the results are available.

When using level 4 online public services, people will reduce the number of trips, waiting time to submit documents, and receive results. Through Internet connection devices (computers, smartphones, tablets, etc.), people can proactively conduct transactions at any time of the day, anywhere with Internet.
In addition, when deploying level 4 online public services, digitized records will reduce paperwork pressure on state agencies, minimize direct contact with officials, prevent and limit negativity and inconvenience, and at the same time, increase the openness and transparency of administrative procedures.
While waiting for implementation, in addition to organizing the reception of passport applications at level 3 public services as present, Nghe An Provincial Police will continue to direct the Immigration Management Department to organize guidance, support, and encourage people to implement level 4 right at the unit's headquarters, ensuring progress and returning results to people's homes.

Regarding the implementation process, citizens access the Ministry of Public Security's Online Public Service Portal, log in, fill in all information to request a passport according to form X01, email address, upload a portrait photo (to be printed on the passport), choose the form of receiving the passport (via postal service or directly receiving it at the immigration office), address to receive the passport, and pay the fee online when requested by the officer receiving the application.
In case citizens are not eligible to use level 4 public services or need to submit their applications directly, the current procedures for registration, receipt and processing of passport applications will apply. All of these operations are performed on the Internet and citizens can use the existing computers for receiving applications located at the Immigration Department (Nghe An Police).
