Previously, social networks spread the story of a girl named Hue (21 years old) accusingCaptain Le Duc Manh (33 years old, working at the Security Team, Vinh City Police) and his sister assaulted in front of a coffee shop on Nguyen Van Cu Street (Vinh City). After learning about the incident, Vinh City Police asked Captain Manh to write a report, from which a preliminary report was sent to the Provincial Police.

Colonel Tran Ngoc Tu - Chief of Vinh City Police confirmed that the incident stemmed from a conflict between Captain Manh's younger brother and Facebook account Hue Le. At the time of the incident, Captain Le Duc Manh was present but to intervene and not to beat anyone.

However, according to Colonel Bui Nguyen Tien - Chief of Staff, although Vinh City Police had made an initial report, to be objective, the Party Committee and leaders of the Provincial Police still decided to intervene. Captain Manh must be responsible for coordinating with the investigation agency.

"The view of the provincial police leadership is that whoever is at fault will be dealt with accordingly, regardless of whether it is Captain Manh or anyone involved," Colonel Tien affirmed, adding that although the police have not yet received a complaint, they are still investigating based on the content posted on social media.

Responding to the press, Ms. Hue said that she met Captain Manh about a month ago through social media. Mr. Manh then invited her out to dinner, without promising anything about love.

On the afternoon of September 29, after the two ate snails, Manh said he would take Hue home, but she refused. Hue said that Manh had sent her text messages blaming and threatening her.

At 8pm that same day, Hue was working at a restaurant on Nguyen Van Cu Street when Manh and his younger sister Hai appeared and dragged her out into the street to curse her. There, Hue said she was attacked by Hai. When Hue resisted and pushed Hai away, Manh grabbed her back and tore her shirt... After that, she was taken to the hospital by her relatives.
