Police investigate signs of fraud at the Center for Supporting the Poor
(Baonghean.vn)- On the afternoon of November 25, 2015, Vinh City Police and the Economic Police Department of Nghe An Province Police (PC46) said they are focusing on investigating and clarifying signs of fraud and property appropriation at the Center for Supporting the Poor.
“Following the direction of the Provincial Police, from November 16, the City Police assigned the Security Team to coordinate with the Police of wards and communes to review the activities of the Vietnam Heart program of the Center for Supporting the Poor in New Rural Development” - Colonel Tran Ngoc Tu - Head of Vinh City Police said.
According to officers and soldiers of the Vinh City Security Team, through initial investigation, it was determined that all documents this organization was using were of unofficial origin, using the names of some leaders and organizations; using scanned stamps and then signing themselves.

Regarding the source of “support” capital for participating members, in addition to the “support” source of the members receiving “support”, the people of this organization did not prove the money from the sponsors. In the documents collected from this organization, there are over 60 petitions “maintaining, developing and stabilizing the Vietnam Heart program” from the members. However, after verifying some people in the city whose names and signatures are on the petitions, they confirmed that they did not write and sign the petitions…

Captain of the Vinh City Police Security Team, Major Vu Danh Ngoc analyzed: “If the name is true, this Center must target people who are confirmed by local authorities as poor or near-poor households. But in reality, they invite anyone to participate in the program and all receive “support”. Besides, the “support” money for participating members is very high. Doing a simple calculation, if a member with economic conditions participates with 1.2 billion VND, equivalent to 1,000 places (this center does not limit the number of places members can participate), after nearly 2 years, they will receive 5.7 billion VND. Where do they get the money to “support” like that?
In fact, this center proposes to “support” members but does not commit to ensuring legality. If they do not provide “support”, participating members will lose everything and cannot sue. These are some issues that need to be publicized so that people will not be deceived…”.
Speaking to Nghe An Newspaper reporters, the leader of the Economic Police Department (PC46), the provincial police said: the department's officers and soldiers have taken action. The administrative violations of the Center for Supporting the Poor in New Rural Development have been basically clarified. Currently, PC46 is focusing on investigating signs of fraud and property appropriation.
