Announcing the results of the investigation into a football betting ring worth hundreds of billions of dong

From the collected evidence and documents, on February 3, the Criminal Police Department of Phu Yen Police and detectives from the High-Tech Crime Prevention Police Department, in coordination with nearly 100 mobile police officers and soldiers, simultaneously raided and arrested the subjects organizing and gambling in the above-mentioned network.
Along with the temporary detention of 13 suspects, the police force conducted an emergency search of the suspects' residences and seized nearly 418 million VND, 1,300 USD, 2 Mazda cars with license plate 78A-038.84, Focus with license plate 78A-024.66, and many tools and means of organizing gambling.
Through investigation, the Criminal Police Department of Phu Yen Police initially determined that from June 2017 to early February 2018, this gambling ring in the form of football betting had conducted transactions with a total amount of over 200 billion VND, with one subject betting up to 2.2 billion VND on a football match.

On February 12, the Investigation Police Agency of Phu Yen Province decided to initiate a criminal case and prosecute 13 suspects for gambling and organizing gambling according to the provisions of Articles 321 and 322 of the Penal Code. Twelve of them were detained: Nguyen Tan Thanh (38 years old), residing at 25A Le Thanh Phuong, Ward 2; Tran Thanh Tin (34 years old), residing at 04A/10 Le Trung Kien, Ward 2;
Lam Dao Hai (31 years old) residing at 06 Le Trung Kien, Ward 1; Pham Tanh (42 years old) residing at lot 04-48 Tan Trao, Ward 9; Vo Manh Nhan (32 years old) residing at 101/4 Phan Dinh Phung, Ward 1; Pham Huy Quoc (43 years old) residing at 09/4 Phan Dinh Phung, Ward 1; Le Anh Danh (32 years old) residing at Quarter 1, Phu Lam Ward; Trinh Cong Hung (38 years old) residing at 14/4 Phan Dinh Phung, Ward 1 - Tuy Hoa City;
Le Van Phap (25 years old) lives in Dinh Thanh village, Hoa Dinh Dong commune; Huynh Tat Trong (42 years old) lives in Phu An village, Hoa An commune - Phu Hoa district and Le Tung Lam (42 years old) lives in Tu Nham village, Xuan Thinh commune - Song Cau town.
The only person to whom the preventive measure of a ban on leaving their place of residence was applied was Phan Thanh Hao (34 years old), residing at 34/275 Le Duan, Ward 7, Tuy Hoa City. Among the 13 subjects in the criminal proceedings, Nguyen Tan Thanh and Tran Thanh Tin were the two ringleaders and organizers of the gambling.
The decisions to prosecute the accused, the temporary detention orders, and the ban on leaving the place of residence for the above 13 subjects were approved by the People's Procuracy of Phu Yen province in accordance with the correct order and procedures of criminal proceedings.

Responding to reporters' questions about the case of defendant Phan Thanh Hao being released on bail, Colonel Nguyen Trung Nghia said that this subject committed a less serious crime, committed the crime for the first time, and had a clear place of residence, so it was not necessary to apply temporary detention measures according to the provisions of Resolution 41/2017/QH14 dated June 20, 2017 of the National Assembly on the implementation of the Penal Code 100/2015/QH13 as amended and supplemented. After the Phu Yen Police Department's Criminal Police Department investigated and discovered the case, the relatives of defendant Nguyen Tan Thanh voluntarily surrendered 300 million VND, the amount of money related to gambling activities.
Colonel Nguyen Trung Nghia confirmed that this is the first gambling ring in the form of football betting via the Internet in Phu Yen that has been discovered. It is known that the subjects participating in this gambling ring are not only people who are passionate about betting but also involve a number of officials and civil servants, including many cases of losing bets, accumulating debts, and some even having to move to other localities to escape debt.
The Investigation Police Agency of Phu Yen Province is focusing on expanding the investigation to clarify the roles and criminal acts of related subjects to strictly handle them according to the law.
