The Director of Cyber ​​Security said this Law does not affect people's freedom and democracy.

Morning of June 28,The Office of the President held a press conference to announce the President's Order on 7 laws recently passed by the National Assembly, including:Law on National Defense; Law on Competition; Law on Denunciation; Law on amending and supplementing a number of articles of the Law on Physical Education and Sports; Law on Measurement and Mapping; Law on Cyber ​​Security; Law on amending and supplementing a number of articles of 11 laws related to planning.

Regarding the Law on Cyber ​​Security, Lieutenant General Hoang Phuoc Thuan, Director of the Department of Cyber ​​Security (Ministry of Public Security) said that the Law consists of 7 chapters and 43 articles, of which Chapter III of the Law fully stipulates preventive, combative and handling measures to eliminate threats, detect and handle violations of the law.

Specifically, preventing and handling information on cyberspace containing anti-state propaganda; inciting riots, disrupting security, disturbing public order; insulting and slandering; violating economic management order; preventing cyber espionage; protecting state secrets, work secrets, and personal information on cyberspace.

The Law also stipulates the prevention and handling of acts of using cyberspace, information technology, and electronic means to violate laws on security, order, and cyber-attack prevention; cyber-terrorism prevention, cyber-war prevention, etc.

"This is a solid legal corridor so that people can feel secure in trading, doing business or operating in cyberspace," said Mr. Hoang Phuoc Thuan.

According to Mr. Thuan, recently, Vietnamese users’ data on cyberspace has been widely used for profit, even for political purposes or to violate the law. The State does not have enough legal framework to manage these issues.

The Director of the Cyber ​​Security Department affirmed that this Law does not restrict the freedom and democracy of the people; all activities of the people, if they do not violate the prohibitions prescribed by law, will be protected by the State.

"Currently, the drafting committee has met with the Ministry of Justice to prepare for the drafting of decrees and decisions of the Government to guide the implementation of the Law," said Mr. Thuan.

Regarding the Law on Denunciation, according to Deputy Inspector General of the Government Nguyen Van Thanh, the Law continues to stipulate two forms of denunciation by petition and direct denunciation to clearly determine responsibilities and avoid taking advantage to make widespread and false denunciations.

The Law devotes a chapter to the protection of whistleblowers. Accordingly, protected persons include the whistleblowers, their spouses, biological parents, adoptive parents, biological children, and adopted children.The scope of protection is confidentiality of information, job position, employment, life, health, honor, property and dignity.

Introducing the Law on National Defense, Senior Lieutenant General Le Chiem, Deputy Minister of National Defense, said that the Law has regulations on the defense and security industry to build and develop this field in a unified, inseparable entity, managed and operated by the State.

The Law also supplements the provision that the defense area of ​​Hanoi Capital is an integral part of the country's defense in accordance with the nature and specific tasks of Hanoi Capital and the Law on the Capital.

On June 12, the Law on Cyber ​​Security was passed by the National Assembly with 423 out of 466 delegates present in favor (86.86%); 15 delegates did not approve; 28 delegates did not vote.
