Announcement of the State Audit's decision on auditing National Target Programs in Nghe An

On the morning of March 20, the Provincial People's Committee held a working session with the State Audit delegation on the announcement of two audit decisions on the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

At the conference, the State Audit representative announced the Decision to audit the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period in Nghe An province, and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

Accordingly, the audit content includes: Management and use of program funds; compliance with State policies, regulations and laws; management, direction and coordination of program implementation; implementation of program objectives; economic efficiency and effectiveness of the program.

The audit period is 60 days at the following units: Department of Labor - Invalids and Social Affairs; Employment Service Center; Rural Development Department under the Department of Agriculture and Rural Development; Vietnam - Germany College; Nghe An Ethnic Boarding Secondary School; Que Phong district and Tuong Duong district.

Auditing the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 at the Department of Culture and Sports, Department of Education and Training, People's Committees of Que Phong, Con Cuong and Tuong Duong districts.

The audit objective is to confirm the correctness, honesty and accuracy of the data on the settlement of expenses and investment costs implemented at the audited units; assess compliance with the law, policies, financial regimes, accounting, construction investment management and regulations of the program; assess the economic effectiveness, efficiency and implementation of the program's objectives; point out the shortcomings and inadequacies in mechanisms and policies to propose amendments and supplements; promptly detect acts of corruption and waste during the program implementation process to propose handling in accordance with the provisions of law.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Bui Dinh Long said: To implement the National Target Programs, Nghe An province has established a steering committee, issued regulations, directed departments, branches and localities to establish a steering committee to implement the program; at the same time, advised the Provincial People's Council to issue a Resolution to direct the implementation of the program.

The initial implementation process shows that the organization and operation are basically in accordance with regulations. However, many difficulties have been encountered during the implementation process. Therefore, Nghe An province hopes that the audit team will help the province to remove difficulties and shortcomings so that the locality can implement the program more effectively and efficiently.

During the State Audit delegation's work in the locality, the Provincial People's Committee will direct relevant departments, branches and localities to closely coordinate and provide documents as requested by the working delegation.

Focal units synthesize requests, recommendations, and report explanations when necessary; direct relevant agencies to provide complete records and documents when requested by the State Audit.
