Announcement of decision to audit many projects in Nghe An

On the afternoon of June 15, the State Audit Office held an online conference to announce the decision to audit budget and ODA capital projects in Nghe An.

The Provincial People's Committee bridge point was chaired by Comrade Le Ngoc Hoa - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and Comrade Nguyen Tuan Anh - Deputy State Auditor General. Also attending the announcement ceremony were representatives of the Economic - Budget Committees of the Provincial People's Council, the Provincial People's Committee Office, representatives of project management boards of departments and branches and leaders of districts, cities and towns monitoring from the bridge points.

On behalf of the State Audit, comrade Phan Van Thuong, Head of State Audit Region II, announced the decision of the State Auditor General on the 2018 local budget audit and a number of integrated topics of the province.

The audited projects include: Audit of construction activities and management and use of investment capital of Component 1 - Project to restore and upgrade the Northern Nghe An Irrigation System; projects using ODA loans in the health sector, clean water supply, technical and civil infrastructure works of the province in districts, towns...

The Audit Team consists of 2 teams with 34 members, the general audit period is 60 days, starting from June 15 to August 15, 2019.

Representatives of the two audit teams also announced the detailed work programs and plans of the audit teams at the relevant departments, units, and districts, cities and towns for coordination. The main purpose of this audit is to check the honesty in compliance with the law on budget preparation, appraisal and construction; preparation, appraisal and construction of investment projects using the budget and ODA loans; recommendations and proposals to competent authorities if there are any violations.

Speaking at the conference, comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee sincerely thanked the State Auditor General's delegation for their attention to Nghe An.

Assign the Department of Finance to take the lead in coordinating with departments, units and People's Committees of districts and cities to effectively implement the contents requested by the audit team.

On behalf of the State Audit, comrade Nguyen Tuan Anh - Deputy State Auditor General responded to the requests and questions of the audited units, randomly selecting the audit unit to avoid duplication and reduce inconvenience for the unit. The scope of this audit focuses on 3 topics: budget use in localities, works and investment projects from the budget and projects using ODA capital to collect information to submit to the National Assembly.

Concluding the conference, the Deputy State Auditor General requested the audit teams to coordinate well with the audited units, comply with the principles and conventions of auditing ethics; requested the People's Committee of Nghe An province to issue a document notifying departments, units, and localities to coordinate in arranging time, providing documents for the audit team to complete the tasks and ensure the set progress./.
