Based on people's feedback, some civil servants with substandard behavior in receiving and handling administrative procedures have been reviewed and disciplined, and in some cases have even been forced to quit their jobs.

According to statistics from the Government Office (VGO), in the second quarter, the system for receiving and responding to people's feedback and recommendations via the "online channel" received over 2,000 comments, of which 782 were within the scope of consideration by the VGO.

The field with the most feedback and recommendations is natural resources and environment (31%), followed by labor, war invalids and social affairs (11%)...

As of the end of June, 118 complaints have been responded to by ministries, branches and localities and publicly posted on the Government Portal. The remaining petitions are being considered for processing.

Slow to respond to people, immediately disciplined by the Prime Minister

The Government Office also acknowledged that there are still some limitations in receiving, processing and responding to people's feedback and recommendations through the system.

That is, when people send their feedback and recommendations, they lack information, do not clearly state the content, or the content of the feedback and recommendations is not within the scope of consideration and handling. At the same time, the handling of feedback and recommendations by ministries, branches and localities is still slow and not timely. The number of on-time responses is only 40.5%.

To rectify this, the Prime Minister requested leaders of ministries, branches and localities to strictly implement regulations on receiving, handling and responding to feedback and recommendations from people and businesses...

The Chairmen of the People's Committees of Kien Giang, Soc Trang, Thai Binh provinces, Hanoi and Ho Chi Minh City were asked to rectify the delay in handling and responding to people's petitions.

The system for receiving and responding to people's feedback and recommendations on the Government Electronic Information Portal has been in operation since April 3, 2017.

Through this system, people can directly reflect and make recommendations about acts of delay, harassment, non-implementation, or improper implementation of regulations by officials, civil servants, and public employees in handling administrative procedures... to the Government.

Roundabout answer, people give 0 points

The Minister and Head of the Government Office emphasized: "The Government approaches and listens to people's recommendations very seriously."

Since this information receiving channel was established, the Government Office has also increased its staff to handle each complaint sent to the Government by the people.

“There are many opinions from the people, some days 500-700 opinions from the people are sent to the screening machine. Any opinions that have enough basis are processed immediately, opinions that do not have enough basis are replied by the Government Office staff via email, and discussed again to clarify more information,” Minister Mai Tien Dung said.

He also said that the opinions of the people and businesses are all sent to the ministries for processing. The Government Office will monitor how many responses the ministries have given and the people have the right to rate the ministries. If the response is not good, the people have the right to give 0 points, if it is good, they will give good points.

“Any ministry that gives evasive answers or denies responsibility will be scored by the people on the system. On that basis, ministries, branches and localities will clearly see their responsibilities,” said the Head of the Government Office.
