Civil servants who quit their jobs after September 1 will not be entitled to benefits under Decree 178.
The Ministry of Home Affairs noted that localities must issue decisions on termination of employment for officials and civil servants according to Decree 178 before August 31, 2025. The latest date for termination of employment to enjoy policies and regimes is September 1, 2025, after which it will end.
The Ministry of Home Affairs has just sent a document to ministries, departments, branches and localities requesting strict implementation of Conclusion No. 183 of the Politburo and Secretariat on deploying the two-level local government model, strongly shifting the grassroots level to proactively managing socio-economy, national defense and security.

Accordingly, units must focus on reviewing and screening subjects affected by the organizational restructuring; make a list and issue decisions on resignation for cadres, civil servants, public employees, workers and armed forces under their management authority according to the provisions of Decree 178 (amended and supplemented in Decree No. 67) before August 31, 2025.

Those who have decided to retire early or quit their jobs before August 1, 2025, but decide to retire according to the roadmap until December 31, 2025, will continue to enjoy policies and regimes according to regulations.
The Ministry of Home Affairs also requested ministries, departments, branches and localities to arrange sufficient funds and resolve policy payments for beneficiaries before August 31, 2025. In case of difficulties or problems with funding sources, it is necessary to send comments to the Ministry of Finance for guidance or report to competent authorities for consideration and decision.
