(Baonghean.vn) - On the morning of January 31, the Provincial People's Committee held an online conference to deploy the construction of a national database in Nghe An province.
In the past, in the whole country in general and Nghe An in particular, population management was carried out by many ministries, branches, and provincial administrative agencies. Each state management agency issued citizens a type of document, so each citizen owned many different types of documents.
The information on these documents has duplicate content, but when participating in transactions, citizens cannot use one of the documents to prove their identity.
Research and development of specialized databases only focus on the state management goals of each industry and field without addressing the issue of connecting and sharing common information, so it cannot overcome the local and inconsistent situation, causing waste of financial and human resources.

To overcome the limitations and shortcomings in population management, on June 8, 2013, the Prime Minister signed Decision No. 896 approving the project to simplify administrative procedures, citizen papers and databases related to population management for the period 2013 - 2020; On November 20, 2016, the 13th National Assembly passed the Law on Citizen Identification.
On November 26, 2015, the Prime Minister signed Decision No. 2083 approving the investment policy of the National Population Database project and assigned the Ministry of Public Security to preside over and coordinate with ministries and local branches to urgently organize the implementation and soon put the system into operation and use. On March 13, 2017, the Prime Minister issued Directive 07 on strengthening coordination in implementing this content.
To build a national database on population, authorities have been, are and will be collecting and updating basic information of citizens, creating a unified database system from the central to local levels.
This will help the state management work of planning socio-economic development policies, ensuring social security, national defense and security, simplifying administrative procedures, improving the quality of service to the people... to be better implemented.

In implementing the construction of the national population database, Nghe An has now completed the necessary conditions to ensure effective implementation. In the coming time, Nghe An province recommends that each citizen must have a firm grasp of the legal regulations on the construction, management and exploitation of the national population database, rights and responsibilities in providing and exploiting information in the database.
The Provincial People's Committee requests citizens to provide complete, accurate, and timely basic information as prescribed in the Law on Citizen Identification. Information includes: Surname, middle name, and given name; Date of birth; Gender; Place of birth registration; Hometown; Ethnicity; Religion; Nationality; Marital status; Permanent residence; Current residence; Blood type... on the population information collection form.
