Nghe An citizens who want to return from Ho Chi Minh City and the southern provinces will register through 3 channels.

On July 20, the People's Committee of Nghe An province issued Plan No. 396 on welcoming citizens affected by the Covid-19 epidemic from Ho Chi Minh City and southern provinces and cities in urgent need to return to Nghe An.

The subjects are the elderly, children, pregnant women, freelance workers, unemployed people, people stranded due to visiting relatives, work, students, etc.

According to the plan, citizens returning to Nghe An will be quarantined at concentrated quarantine areas of Nghe An province under the management of the Provincial Military Command; centralized quarantine will be managed by the People's Committees of districts, cities and towns.

Those in need will be quarantined at paid service quarantine areas, which are hotels and accommodation facilities that ensure epidemic prevention and safety conditions publicly announced by the Department of Tourism.

People who want to return to Nghe An will register through the website designed, built, provided and operated by the Department of Information and Communications. Or register through the Business Association, the Association of Fellow Countrymen at the district and commune levels (Nghe An province) in Ho Chi Minh City and the southern provinces and cities; register through the Department of Labor - Invalids and Social Affairs of the provinces.

Citizens who want to return to their hometown must provide full personal information (name, age, address, occupation...) to register for pick-up points, means of transportation, quarantine locations, and return locations after quarantine... Those in difficulty will be supported with travel expenses and centralized quarantine according to Government regulations. The remaining subjects will have to pay for their own travel, quarantine, and testing expenses.

Regarding the time and place of reception, Nghe An Provincial People's Committee will announce the specific schedule for reception, transportation, and quarantine based on the number of registered citizens (it is expected that Nghe An Provincial People's Committee will organize the reception of citizens to the province in batches, each batch will receive 1,000 or more registered citizens). The transportation option is by rail or air (if citizens have a need).

According to the plan, all citizens returning from Ho Chi Minh City and southern provinces and cities will be quarantined for 14 days at military quarantine areas or managed by districts, cities and towns or at paid service quarantine facilities upon registration. They will continue to quarantine at home for 7 days after completing the quarantine.

The Provincial People's Committee also assigned specific tasks to departments, branches and sectors with the requirement to proactively prepare all aspects from registration, transportation, reception, quarantine, testing with the highest capacity; timely and unified management, ensuring safety in preventing and fighting the Covid-19 epidemic. In addition, cross-infection in quarantine areas, and infection of officers, soldiers, medical forces, forces participating in the task and the community must be prevented.

After receiving citizens returning, sectors and localities must organize screening, classification, and centralized quarantine at centralized quarantine areas and paid service quarantine areas if citizens have a need; carry out testing procedures according to the epidemic prevention and control regulations of the Ministry of Health, the National Steering Committee for Covid-19 Prevention and Control, and the Steering Committee for Covid-19 Prevention and Control of Nghe An province.

At the same time, strictly manage citizens in concentrated quarantine areas according to regulations on Covid-19 prevention and control. Ensure logistical conditions such as: food, accommodation, daily activities... for citizens in concentrated quarantine areas, paid service quarantine areas. Ensure security, order, fire prevention and safety at concentrated quarantine areas and families receiving citizens.
