Telegram to rectify the situation of "illegal buses and stations"

The Prime Minister has just issued an official dispatch on continuing to rectify the situation of "illegal buses and stations" in passenger transport by car.

The content of the telegram is as follows:

In recent times, the Government and the Prime Minister have directed ministries, branches and localities to implement solutions to strengthen inspection, detection and handling of violations in passenger transport by car, thanks to which passenger transport activities across the country have initially achieved positive results; the awareness of the majority of drivers, vehicle owners and transport business owners has been raised. However, on some national and local routes, especially on the Hanoi - Quang Ninh, Hanoi - Hai Phong, Hanoi - Lao Cai routes, there are still "illegal vehicles, illegal stations", passenger vehicles disguised as contract vehicles, picking up and dropping off passengers in violation of the law, causing public outrage.

To continue to rectify the situation of "illegal buses and stations" in passenger transport by car, the Prime Minister requested:

1. Ministry of Public Security: Continue to deploy forces to effectively maintain patrolling, controlling and strictly handling violations according to the law, especially the phenomenon of manipulating and protecting passenger transport activities by car.

2. Ministry of Transport: Direct the Transport Inspectorate to coordinate with the Traffic Police and functional forces in localities to increase patrols and control passenger transport activities at locations where there are "illegal buses and bus stations"; conduct inspections of violating businesses; direct the use of data extracted from journey monitoring devices on business and business conditions of automobile transport as a basis for strict handling of organizations and individuals violating regulations on traffic safety and order, especially for illegal passenger transport business, operating on the wrong route as registered, stopping, parking, picking up and dropping off passengers in the wrong places.

3. Ministry of Information and Communications: Continue to direct news agencies and press to promote the dissemination of legal regulations on business and conditions for automobile transportation business; commend on mass media enterprises that comply well with regulations on passenger transportation activities.

4. Chairman of the People's Committee of provinces and centrally-run cities, Head of the Provincial Traffic Safety Committee: Directly direct the implementation of traffic control work to ensure order and safety for passenger transport activities in the area; be responsible to the Prime Minister if there is a phenomenon of "mafia" manipulating and protecting passenger transport activities in the locality.

5. Vietnam Automobile Transport Association: Continue to strengthen propaganda and mobilize passenger transport businesses to strictly implement regulations on business and conditions for automobile transport business; advise transport businesses to voluntarily and strictly comply with legal regulations on business and conditions for automobile transport business to ensure traffic safety and social order.

6. The National Traffic Safety Committee shall urge, inspect, and summarize the results of the implementation of the Official Dispatch and report to the Prime Minister./.
