The telegram stated:

Recently, Covid-19 cases in the province have continuously increased rapidly and dramatically. During the Lunar New Year 2022, the province recorded 3,162 new infections (accounting for 18.9% of the total number of infections since the beginning of the epidemic); the number of infections is concentrated in the following localities: Vinh City, Yen Thanh, Dien Chau, Anh Son, Quynh Luu, Thanh Chuong, Do Luong, Nghi Loc...

The main reason is that some places have not yet drastically and thoroughly implemented epidemic prevention and control measures, especially monitoring, managing, and testing people returning to the locality from other provinces; Some people are still subjective, gathering in large numbers, and not strictly following the "5K" recommendations of the Ministry of Health.

The Provincial Steering Committee for Covid-19 Prevention and Control requests the Provincial Command Center for Covid-19 Prevention and Control, the Steering Committee for Covid-19 Prevention and Control, and Party committees, authorities at all levels, agencies and units in the province to strengthen direction for epidemic prevention and control, focusing on the following contents:

1. Review, evaluate, and identify the specific causes of the sudden increase in the number of Covid-19 infections in the area and management unit. Closely follow the new viewpoints and policies of the Government; the National Steering Committee, the Ministry of Health, the province and the specific developments of the epidemic, deploy and apply appropriate measures to prevent, control, and prevent the Covid-19 epidemic from spreading widely.

2. Step up propaganda on Covid-19 prevention and control among all levels, cadres and people, focusing on the following issues: Raise awareness of Covid-19 epidemic, strictly implement the "5K" recommendations of the Ministry of Health, minimize crowded gatherings, especially during festival activities at the beginning of the year, the 15th day of the first lunar month; actively participate in the Covid-19 vaccination campaign, especially the injection of additional and repeated doses of vaccine.

3. Review the admission and treatment facilities at all levels, be ready to respond to the sudden increase in infected cases. Deploy the mobile medical station model across the province to manage, treat and care for Covid-19 patients at home. Prepare plans and resources to respond to the development of the epidemic at all levels.

4. Strengthen inspection and supervision of compliance with epidemic prevention and control regulations in the area: especially F1 isolation, treatment of Covid-19 patients at home and at their place of residence; epidemic prevention and control measures in crowded areas such as: traditional markets, wholesale markets, supermarkets, shopping centers, production and business establishments, places of worship, scenic spots, schools, offices, etc.

5. Focus on directing the implementation of the Covid-19 vaccination campaign to ensure progress, coverage of injections and safe vaccination for all people in the age group according to the age classification of the Ministry of Health, including people from other localities coming to the area.

6. Party secretaries, chairmen of People's Committees at all levels, heads of agencies and units shall directly direct and take responsibility for the implementation of this Official Dispatch. Members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee shall direct and urge the implementation of tasks at the beginning of the year in conjunction with inspecting and directing the work of preventing and controlling the Covid-19 epidemic in localities and units assigned to them.
