Prime Minister's telegram on ensuring security and order

Urgently and synchronously implement measures, proactively and resolutely prevent, prevent and strictly handle those who have provocative, reckless and law-breaking behaviors. Ensure security, order and absolute safety for the lives and properties of everyone and all businesses. Ensure normal production and business of businesses, especially those of foreign investors.

The Prime Minister has just sent an official dispatch to the Ministry of Public Security; ministries, central agencies; and leaders of provinces and centrally run cities regarding ensuring security and order.

The telegram stated: In recent days, the people of the whole country have expressed their patriotism and protested China's illegal placement of the Haiyang 981 drilling rig in Vietnam's waters, which is a legitimate action.

However, in some localities, some people have violated the law, acted recklessly, vandalized production facilities, including those of foreign investors, and resisted law enforcement officers, causing insecurity and disorder, affecting production and business, the normal life of the people, the investment environment and the correct foreign policy of our Party and State. This situation is serious.

The Prime Minister requests the Ministry of Public Security, ministries, central agencies and leaders of provinces and cities nationwide, according to their assigned functions, tasks and powers, to direct the implementation of the following requirements and tasks:

1. Urgently and synchronously implement measures, proactively and resolutely prevent, prevent and strictly handle those who have provocative, reckless and law-breaking behaviors. Ensure security, order and absolute safety for the lives and properties of everyone and all businesses. Ensure normal production and business of businesses, especially those of foreign investors.

2. Propaganda and mobilize people not to commit illegal acts, not to listen to bad guys, together maintain security and order, unite to help each other develop production and business, improve living standards and contribute with the whole country to protect the sacred sovereignty of the Fatherland in accordance with our country's laws and international laws.

3. Immediately implement appropriate measures to help and support businesses to quickly stabilize and return to normal production and business operations.

4. Clearly inform diplomatic agencies and foreign investors about the correct and consistent policies of our Party and State. Vietnam always does its best to create all favorable conditions and ensure absolute safety for people, businesses and foreign agencies in Vietnam in accordance with the provisions of law and Vietnam's international commitments.

The Prime Minister requests the Ministry of Public Security, ministries, central agencies and leaders of provinces and cities to seriously and effectively carry out the above tasks. Regularly report to the Prime Minister.
