Prime Minister's directive on ensuring security and order.
Urgently implement comprehensive measures, proactively and resolutely prevent and strictly punish those who incite violence, act recklessly, or violate the law. Ensure security, order, and absolute safety of life and property for all individuals and businesses. Ensure normal production and business operations for enterprises, especially those of foreign investors.
The Prime Minister has just issued a directive to the Ministry of Public Security; ministries and central agencies; and leaders of provinces and centrally-administered cities regarding ensuring security and order.
The official dispatch stated: In recent days, the people of the whole country have demonstrated their patriotism and protested against China's illegal placement of the Haiyang 981 oil rig in Vietnamese waters, which is a legitimate action.
However, in some localities, there have been instances of individuals violating the law, acting aggressively, destroying production facilities, including those of foreign investors, and resisting law enforcement officers, causing a loss of security and order, affecting production, business, the normal lives of the people, the investment environment, and the sound foreign policy of our Party and State. This situation is serious.

The Prime Minister requests the Ministry of Public Security, other ministries and central agencies, and the leaders of provinces and cities nationwide, according to their assigned functions, duties, and powers, to lead and direct the effective implementation of the following requirements and tasks:
1. Urgently implement comprehensive measures, proactively and resolutely prevent and strictly punish those who incite unrest, act recklessly, or violate the law. Ensure security, order, and absolute safety of life and property for all individuals and businesses. Ensure normal production and business operations for enterprises, especially those of foreign investors.
2. To propagate and mobilize the people to refrain from actions that violate the law, not to listen to evil people, to work together to maintain security and order, to unite and help each other develop production and business, improve living standards, and contribute to the nationwide effort to protect the sacred sovereignty of the Fatherland in accordance with the laws of our country and international law.
3. Immediately implement appropriate measures to help and support businesses to stabilize and return to normal production and business operations as soon as possible.
4. Clearly inform diplomatic agencies and foreign investors about the correct and consistent policies and guidelines of the Party and State of Vietnam. Vietnam always does its utmost to create all favorable conditions and ensure absolute safety for foreign people, businesses, and agencies in Vietnam in accordance with the law and Vietnam's international commitments.
The Prime Minister requests the Ministry of Public Security, other ministries, central agencies, and leaders of provinces and cities to seriously and effectively implement the above-mentioned tasks. Regular reports should be submitted to the Prime Minister.
