To ensure that all citizens nationwide can celebrate the traditional Lunar New Year in a joyful, safe, and economical atmosphere, the Prime Minister requests the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, and the People's Committees of provinces and centrally-administered cities to review plans to ensure the supply of goods before, during, and after the Lunar New Year of the Year of the Snake (2013) to adequately and promptly meet all the people's needs, ensuring market and price stability, preventing shortages and price spikes, especially for essential goods such as gasoline, fuel, food (livestock, poultry, vegetables and fruits), and other items serving the needs of the Tet holiday.
This includes focusing on supplying goods to rural areas, remote areas, ethnic minority regions, border areas, islands, densely populated areas, and industrial zones; strengthening price management, inspecting and checking compliance with price regulations, and strictly handling violations according to the law.
The Central Steering Committee 127 is responsible for directing, inspecting, and urging People's Committees at all levels, central and local functional forces to strengthen patrols, inspections, and controls to combat smuggling, counterfeit goods, trade fraud, and violations related to quality, measurement, and food safety, especially for key goods in key areas, routes, and border provinces; and to strictly handle violations in accordance with the law.
Minimize accidents and traffic congestion.
The Ministry of Transport and the People's Committees of provinces and centrally-administered cities are directing the railway, road, waterway, and air transport sectors to strengthen the availability of qualified and high-quality vehicles to promptly serve all travel needs of the people before and after the Lunar New Year.
Organize passenger transportation plans effectively in key areas and routes, densely populated areas, industrial zones, and export processing zones to facilitate people returning home for Tet (Lunar New Year) and returning to work after Tet.
In particular, it is necessary to proactively implement contingency, relief, and rescue plans to promptly clear traffic congestion and accidents; at the same time, strengthen patrol, inspection, and enforcement activities to ensure traffic safety and minimize accidents and congestion.
Intensified crackdown on crime.
The People's Committees of provinces and centrally-administered cities, and the Ministries of Public Security, National Defense, and Industry and Trade are directing functional forces at the central and local levels to closely monitor the situation, strengthen patrols and controls in key areas and routes where illegal fireworks production, smuggling, transportation, storage, and use frequently occur; in border provinces, they must resolutely prevent the smuggling of fireworks from abroad into Vietnam.
Chairpersons of People's Committees at all levels will be held responsible if they fail to decisively prevent and thoroughly address violations related to fireworks, allowing fireworks to explode in their areas.
The Ministry of Public Security and the People's Committees of provinces and centrally-administered cities are focusing on directing functional forces, especially in large cities, to decisively implement the peak plan to attack and suppress crime, ensuring security and social order during the Lunar New Year; strengthening patrols and inspections in key areas, locations, and routes; and ensuring peace for the people during the Tet holiday.
Caring for the poor and those eligible for social welfare programs.
The Prime Minister also requested the Ministry of Information and Communications to direct mass media agencies to organize effective information and propaganda work to serve the people nationwide in celebrating the Lunar New Year of the Year of the Snake in a joyful, economical, and safe manner.
The Ministry of Labour, Invalids and Social Affairs and the People's Committees of provinces and centrally-administered cities shall direct relevant agencies to promptly and fully implement the policies and regulations of the Party and the State, while also organizing well-planned visits and providing material and spiritual support to poor families, policy beneficiaries, and lonely and disadvantaged people in their areas so that everyone can enjoy the spring and celebrate Tet.
In addition, we encourage agencies, organizations, and units to participate in making practical contributions to provide further support to disadvantaged people and people in remote areas during the Tet holiday.
