(Baonghean.vn) - The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province has just issued a dispatch to respond to storm Noru that has just formed in the East Sea.
According to the forecast ofNational Center for Hydro-Meteorological ForecastingOn the night of September 25, storm Noru entered the East Sea with winds of level 9-10, gusts of level 13 and tended to strengthen. On September 27 and the morning of September 28, the storm made landfall in the Central region with winds near the storm center of level 10-11, gusts of level 14.
Due to the influence of the storm, from noon and afternoon of September 25, in the eastern sea area of the North and the middle of the East Sea, the wind will gradually increase to level 6-7, near the center of the storm, it will increase to level 8-9, gusting to level 11; the level of natural disaster risk in the eastern sea area of the North and the middle of the East Sea: Level 3. In Nghe An, there has been heavy rain from 100-250 mm and it will continue to rain in the coming days.

To proactively respond toStorm NoruThe Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue of districts, cities and towns; relevant departments, branches and agencies to direct the implementation of the following contents:
1. For sea routes
- Strictly manage vessels going out to sea; organize the counting and monitoring of vessels and boats operating at sea, maintain regular communication with the owners of the vessels to call for and guide them to escape from dangerous areas; check and guide the mooring of vessels at the wharf to ensure fire and explosion safety, security, order and society. Prepare rescue forces and means to promptly handle any situation.
- Be ready to deploy work to ensure safety of people and property on islands, cages, watchtowers for aquaculture and seafood; transport ships, tourist boats; and projects under construction.
2. For plains and coastal areas
Urgently organize bracing and reinforcement of signs, houses, public works, industrial parks, factories, warehouses, coastal construction projects, and high-rise towers.
Direct the work of ensuring safety of sea dykes and river dykes, especially at vulnerable locations or locations under construction; be ready to drain floodwaters to protect agricultural production, urban areas and industrial zones at risk of flooding.
Proactively direct the harvesting of rice, crops, and aquaculture areas until harvest time according to the motto "green at home is better than ripe in the fields".

3. For mountainous areas
Deploy shock troops to inspect and review residential areas along rivers, streams, dykes, lakes, dams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people when situations arise; clear the flow, and promptly handle construction incidents from the first hour.
Direct the inspection, review, and preparation of plans to ensure the safety of mines, mines, reservoirs, and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs, especially small reservoirs; arrange a permanent force to operate and regulate and be ready to handle possible situations.
Review and prepare to deploy forces to control and guide traffic in flooded and isolated areas; prepare forces, materials and means to overcome incidents and ensure smooth traffic on main traffic routes.

4. North Central Region Hydrometeorological Station: Closely monitor, forecast, warn, and promptly inform about storm developments to proactively deploy response measures.
5. Provincial Military Command, Provincial Border Guard Command: Directing the counting, calling, guiding ships and boats; reviewing plans, being ready to deploy forces and means to support response and search and rescue work when requested.
6. Provincial Police: Direct local agencies to ensure fire and explosion safety and social order at anchorage and shelter areas; guide and regulate traffic in areas expected to be hit by storms, heavy rains, and floods.
7. Department of Agriculture and Rural Development: Directing the work of ensuring safety of fishing vessels, aquaculture areas; safety of dikes, irrigation reservoirs, especially key works, works under construction, and full reservoirs.
8. Department of Industry and Trade: Directing the work of ensuring the safety of reservoirs and hydroelectric dams, especially small hydroelectric plants; inspecting the work of ensuring safety for mineral exploration and exploitation activities; directing the timely restoration of the power system when there is an incident.|
9. Department of Information and Communications: Direct network operators and mass media agencies to ensure communication to serve response work; increase propaganda and guidance for people on storm prevention and control, safety skills, and risk reduction in floods; prioritize broadcasting warning bulletins and response instructions.
