Urgent telegram on drought prevention and control in summer-autumn crop 2014
(Baonghean.vn) -On June 5, 2014, the Chairman of Nghe An Provincial People's Committee issued Official Dispatch No. 12/CD.UBND on drought prevention and control in the 2014 summer-autumn crop, with the following content:
Electricity:
- Chairman of People's Committee of districts, cities and towns;
- Directors of departments, heads of relevant sectors and branches;
- Directors of irrigation LLCs;
- Directors of Hydropower companies: Ban Ve, Khe Bo.
Currently, the summer-autumn crop is in the peak irrigation period for sowing rice and preparing the land for planting, but the weather is extremely unfavorable: no rain, prolonged hot weather, strong southwest wind, low water level in reservoirs, many reservoirs have dried up, water sources on rivers and streams are decreasing rapidly: water level at 7:00 a.m. on June 5, 2014: in front of Nam Dan sluice only reached 0.2 mm/TK: 1.15 m; at the Do Luong outlet only reached 9.93 m/TK: 10 m.
Faced with that situation, to ensure water supply for the 2014 summer-autumn crop production and for daily life; the Chairman of the Provincial People's Committee requests: Directors of departments, heads of relevant sectors and branches; Chairmen of People's Committees of districts, cities and towns; Directors of irrigation companies and enterprises to urgently carry out the following tasks:
1. Chairman of People's Committee of districts, cities and towns:
- Review, evaluate, and balance water resources to arrange summer-autumn crops suitable to specific local conditions, on that basis, direct the conversion of crop structure and seasons appropriately. Areas that do not have enough water for irrigation throughout the season must be converted to other crops, or change crops, to ensure the entire area and food output are planted as planned.
Review the water supply plan for the 2014 summer-autumn crop. Focus all measures to provide irrigation water for agricultural production; proactively deploy forces, equipment, field pumps, and oil pumps to take advantage of water sources from dams, lakes, rivers, and streams to be ready to pump water to fight drought.
2. Department of Agriculture and Rural Development:
- Closely monitor weather and climate developments, water shortages and droughts; closely coordinate with the North Central Hydrometeorological Station to obtain forecast information on water levels and droughts; direct and guide localities to effectively implement measures to prevent and combat droughts and protect production;
- Coordinate with the People's Committees of districts, cities and towns, direct the Department of Agriculture and Rural Development and irrigation companies to strictly manage water resources, prevent leakage and water loss in reservoirs, distribute water reasonably and effectively; have a specific irrigation schedule and organize rotational irrigation to save water resources;
- Directing coordination between irrigation management units and electricity agencies to ensure timely electricity supply for water pumping;
- Direct and guide localities to proactively prevent and fight forest fires in conditions of water shortage, prolonged heat and drought;
- Speed up the construction progress of irrigation works to ensure safety during flood and storm season and put them into operation to serve production.
3. Department of Industry and Trade: Inspect and direct hydropower companies to discharge water to ensure the process and water demand in the downstream of Ca River (according to the water regulation plan of the Ban Ve reservoir No. 20/TDBV-P4 dated January 25, 2014 of Ban Ve Hydropower Company).
4. Ban Ve Hydropower Company, Khe Bo Hydropower Plant: Prioritize water discharge to serve production in 2014, ensure water level in the downstream of Ca River so that pumping stations can operate and take water into the Northern and Southern irrigation systems according to the agreed plan.
5. Nghe An Electricity Company: Prioritize electricity supply to pumping stations to proactively fight drought.
6. Irrigation LLCs: Coordinate closely with localities to direct rotational irrigation and water concentration to ensure water for the end of the canal; for the dam area, calculate the specific amount of water and number of irrigations, on that basis, manage irrigation to ensure plant growth and development, save water as much as possible and pay attention to water for the rice heading and flowering period.
The Southern Irrigation One Member Co., Ltd., and the People's Committees of the districts regularly monitor and check the water level, especially at the main sluices such as: Do Luong, Nam Dan, Ben Thuy, Nghi Quang, Dien Thanh, Dien Thuy and at the suction tanks of the pumping stations... to have a plan to operate the project and provide irrigation water in accordance with the water source situation. The water source generating units must regularly check the salinity concentration on the rivers, canals and at the suction tanks, and promptly notify the water users.
7. Agricultural and forestry companies, enterprises, farms and forestry farms: Direct the implementation of water-saving irrigation measures such as: using covers, humidifiers for plants, shading to ensure enough moisture for tea, coffee, orange, pineapple plants... to grow and develop; take advantage of rainy weather, when the soil is moist enough, fertilize and care promptly to ensure high productivity.
8. Provincial departments, branches and sectors, according to their functions and tasks, proactively coordinate with localities to effectively implement drought prevention and control work;
9. Provincial Radio and Television Station, Nghe An Newspaper: Closely coordinate with the Department of Agriculture and Rural Development, strengthen propaganda on drought prevention and control to localities and people.
Requesting the Chairmen of People's Committees of districts, cities and towns; Directors of Departments; Heads of relevant departments, branches and units to strictly implement this telegram.
