Urgent dispatch on drought prevention and control for the 2014 summer-autumn crop season.
(Baonghean.vn) -On June 5, 2014, the Chairman of the People's Committee of Nghe An province issued Official Dispatch No. 12/CD.UBND on drought prevention and control for the 2014 summer-autumn crop season, with the following content:
Electricity:
- Chairpersons of the People's Committees of districts, cities, and towns;
- Directors of departments, heads of relevant agencies and branches;
- Directors of limited liability irrigation companies;
- Directors of the following hydroelectric companies: Ban Ve, Khe Bo.
Currently, the summer-autumn crop is in its peak irrigation period for sowing seedlings and preparing the land for planting, but the weather conditions are extremely unfavorable: there is no rain during the Minor Man season, prolonged hot weather, strong southwest winds, low water levels in reservoirs, many reservoirs have dried up, and water levels in rivers and streams are rapidly decreasing: at 7:00 AM on June 5, 2014, the water level before the Nam Dan sluice gate was only 0.2 mm/TK: 1.15m; at the Do Luong spillway, it was only 9.93m/TK: 10m.
In light of this situation, to ensure water supply for the 2014 summer-autumn crop production and for domestic use, the Chairman of the Provincial People's Committee requests that the Directors of relevant departments and agencies; the Chairmen of the People's Committees of districts, cities, and towns; and the Directors of irrigation companies and enterprises urgently implement the following tasks:
1. Chairpersons of the People's Committees of districts, cities, and towns:
- Review, assess, and balance water resources to arrange summer-autumn crops in accordance with the specific conditions of the locality. Based on this, direct the rational conversion of crop structure and seasons. Areas that do not have sufficient irrigation water throughout the season must be converted to planting other crops or shifted to other seasons, in order to ensure that the entire area and food production targets are met.
Review the water supply plan for the 2014 summer-autumn crop season. Focus all measures on providing irrigation water for agricultural production; proactively mobilize forces, equipment, mobile pumps, and diesel pumps to utilize water sources from reservoirs, dams, rivers, and streams to be ready to pump water to combat drought.
2. Department of Agriculture and Rural Development:
- Closely monitor weather and climate developments, as well as water shortages and drought conditions; coordinate closely with the North Central Meteorological and Hydrological Station to obtain forecast information on water levels and drought; direct and guide localities to effectively implement measures to prevent and combat drought and protect production;
- Coordinate with the People's Committees of districts, cities, and towns to direct the Department of Agriculture and Rural Development and irrigation limited liability companies to strictly manage water resources, prevent leakage and water loss from reservoirs, and distribute water rationally and efficiently; have a specific irrigation schedule and organize rotational irrigation to conserve water resources;
- Directing coordination between irrigation management units and electricity agencies to ensure timely electricity supply for water pumping;
- Directing and guiding localities to proactively prevent and control forest fires under conditions of water shortage and prolonged hot, dry weather;
- Expedite the construction of irrigation projects to ensure safety during the flood and storm season and to put them into operation for agricultural production.
3. Department of Industry and Trade: Inspect and direct hydropower companies to release water to ensure compliance with procedures and meet downstream water needs of the Ca River (according to the water regulation plan for Ban Ve reservoir in 2014, document No. 20/TĐBV-P4 dated January 25, 2014, of Ban Ve Hydropower Company).
4. Ban Ve Hydropower Company, Khe Bo Hydropower Plant: Prioritize water release to serve production in 2014, ensuring the downstream water level of the Ca River is maintained so that pumping stations can operate and draw water into the North and South irrigation systems according to the agreed plan.
5. Nghe An Power Company: Prioritizing electricity supply to pumping stations to proactively combat drought.
6. Irrigation limited liability companies: Coordinate closely with local authorities to direct rotational irrigation and concentrate water to ensure water supply for downstream areas; for reservoir and dam areas, calculate the specific amount of water and the number of irrigations, and based on that, manage irrigation to ensure crop growth and development, saving water as much as possible and paying attention to water for the rice heading and flowering stages.
The Southern Irrigation Company Limited, the Northern Irrigation Company Limited, and the People's Committees of the districts regularly monitor and inspect water levels, especially at key sluice gates such as Do Luong, Nam Dan, Ben Thuy, Nghi Quang, Dien Thanh, Dien Thuy, and at the intake basins of pumping stations... to develop appropriate plans for operating the works and supplying irrigation water according to the water source situation. Water source creation units must regularly check salinity levels in rivers, canals, and at intake basins, and promptly inform water users.
7. Agricultural and forestry companies and enterprises, and farms: Direct the implementation of water-saving irrigation measures such as covering and mulching plants to retain moisture, and providing shade to ensure sufficient moisture for the growth and development of tea, coffee, oranges, pineapples, etc.; take advantage of rainy weather and sufficient soil moisture to apply fertilizer and provide timely care to ensure high yields.
8. Provincial departments and agencies, according to their functions and duties, should proactively coordinate with localities to effectively implement drought prevention and control measures;
9. The Provincial Radio and Television Station and Nghe An Newspaper: Closely coordinate with the Department of Agriculture and Rural Development to strengthen the dissemination of information on drought prevention and control to localities and the people.
The chairpersons of the People's Committees of districts, cities, and towns; the directors of departments; and the heads of relevant agencies and units are requested to strictly implement this directive.
