The Ministry of Agriculture and Rural Development announced that, after more than two months of controlling and containing the swine flu epidemic nationwide, during the Lunar New Year holiday of the Year of the Snake, the disease occurred in 14 communes in the districts of Que Son, Nong Son, Dai Loc, Thang Binh, Duy Xuyen, and Dien Ban (Quang Nam province), affecting over 2,500 pigs. There is a risk of widespread transmission throughout Quang Nam province and other localities.
The main reason for the current spread of African swine fever is that in many localities, farmers and local veterinary officials, upon discovering infected pigs, have not immediately reported it to higher-level veterinary agencies and local authorities. Some even sell, slaughter, and consume infected pigs and pig products.
To quickly contain outbreaks, prevent widespread transmission, and contribute to the stability and development of livestock farming, the Ministry of Agriculture and Rural Development requests the Chairmen of the People's Committees of provinces and cities, and the ministries and agencies that are members of the National Steering Committee for Avian Influenza Prevention and Control, to urgently direct the organization of extensive public awareness campaigns for livestock farmers about the risk of African swine fever outbreaks in their areas; and to immediately report to the local authorities and veterinary agencies at the district or provincial level when pigs show symptoms such as high fever, difficulty breathing, red or cyanotic body, diarrhea or constipation, or miscarriage in sows, etc., for timely guidance and handling.

In addition, it is necessary to publicly announce through mass media the policies supporting livestock farmers when disease outbreaks occur so that farmers are aware; to strictly control the transportation and consumption of pigs and pig products according to regulations; and to strictly prohibit the sale of sick pigs and pig products that spread the disease.
For provinces currently experiencing African swine fever outbreaks, the Ministry requires the declaration of the outbreak in the affected districts, the compilation of statistics on the pig population and the number of each type of pig in the affected communes and districts; urgent and thorough vaccination to contain the outbreaks, the establishment of quarantine checkpoints to strictly manage the outbreaks, and the prohibition of transporting infected pigs and pig products out of the affected areas.
At the same time, immediately establish inspection teams to monitor and supervise disease control efforts in areas affected by African swine fever and disease prevention measures in pig farming areas, slaughterhouses, and trading areas at high risk of outbreaks.
Furthermore, People's Committees at all levels, especially local authorities and the local veterinary system, need to proactively collect information, inspect, and monitor to detect outbreaks early in their areas; organize full vaccination against dangerous diseases in pigs according to regulations; and launch a campaign for comprehensive sanitation, disinfection, and sterilization of the entire environment in areas with outbreaks and areas for livestock and poultry farming and slaughtering at high risk of disease outbreaks.
