(Baonghean.vn) - At 4:30 p.m. on August 31, the People's Committee of Nghe An province issued urgent dispatch No. 16/CD.UBND outlining urgent solutions to respond to floods on the Ca River.

The content of the telegram clearly stated that, according to the latest news from the North Central Region Hydrometeorological Station, at 3:00 p.m. on August 31: On the Nam Non River, at My Ly: 216.4m; on the Ca River, at Thach Giam, the water level dropped to 71.59m, 1.09m higher than the historical water level on August 20, 2018; at Con Cuong, the water level rose to 31.39m, 1.15m lower than the historical water level. Currently, the water level on the upper Ca River is slowly decreasing and is at a high level. The water level on the middle and lower Ca River is on an upward trend.Currently, Ban Ve Hydropower Plant is discharging flood water with the discharge flow equal to the flow into the lake.(3,424 m3/s); Khe Bo Hydropower Plant discharges 4,720 m3/S.

Forecast for the next 1 to 3 hours, water flow to Ban Ve Hydropower Reservoir fluctuates at: 3,500 - 3,700 m3/s; from 3 to 6 hours, the water flow to Khe Bo Hydropower Reservoir fluctuates at: 4,500 - 4,700 m3/s. It is forecasted that in the next 3 to 6 hours, the water level in the middle and lower reaches of the Ca River will rise slowly. Water levels at points on the Ca River are as follows: At Thach Giam station: 71.3m (0.8m higher than the historical flood); At Con Cuong station, it will rise to 31.6m, 0.94m lower than the historical flood. At Dua station (Anh Son), it will rise to 23.17m, 1.33m below Alarm Level III. In the next 3 to 6 hours, the water flow to Khe Bo Hydropower Reservoir will fluctuate at 4,600 - 4,800 m3/S.

To limit the loss of human life and property of the people and the state, especially in the areas of Tuong Duong, Con Cuong, Anh Son districts and the downstream districts of Ca River, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests the Chairman of the People's Committee - Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns; the Provincial Military Command, the Provincial Border Guard Command, members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue; Directors of Departments, Heads of Provincial-level Committees and Branches, Directors of Irrigation Companies, Directors of Hydropower and Electricity Companies in the province and related units to urgently implement the following contents:

1. Strictly implement Official Dispatch No. 1127/CD-TTg dated August 31, 2018 of the Prime Minister; Official Dispatch No. 15/CD-UBND dated August 30, 2018 of the Provincial People's Committee on floods and ensuring downstream safety when operating Ban Ve, Khe Bo, and Chi Khe hydropower reservoirs.

2. The North Central Hydrometeorological Station closely monitors weather and flood developments, increases warning time and forecasts on floods, especially flood warnings in the downstream areas of the Ca River basin, and promptly advises the Provincial People's Committee and the Provincial Steering Committee for Disaster Prevention and Control to decide on the operation of Ban Ve, Khe Bo, and Chi Khe hydropower plants in accordance with prescribed procedures.

3. Mountainous districts:

- Continue to seriously implement Directives No. 19/CT-TTg dated July 13, 2018 and No. 22/CT-TTg dated August 7, 2018 of the Prime Minister on the prevention and avoidance of flash floods, landslides and strengthening management and ensuring the safety of dams and reservoirs.

- Focus on overcoming the consequences of natural disasters, continue to review and evacuate people from dangerous areas, landslides, floods; control and guide traffic in areas with deep and fast-flowing water during floods, especially through culverts and spillways to ensure people's safety.

- Immediately deploy measures to prevent drowning in floods, especially ensuring the safety of children and students; arrange forces to control and guide people and vehicles through deeply flooded areas and areas with fast-flowing water to ensure safety.

- Prepare forces and means to promptly handle situations, rescue, and overcome incidents that occur.

4. The Department of Agriculture and Rural Development proactively directs and implements safety measures for dams, irrigation works, dykes, agricultural production, and aquaculture activities (especially protecting summer-autumn crop production), minimizing damage to people.

5. The Department of Transport directs the quick handling of landslides on traffic routes; proactively arranges forces, materials, and vehicles in key and vulnerable areas at risk of landslides to be ready to handle incidents as soon as they occur; directs the assurance of safety for traffic activities in flooded areas.

6. The Department of Education and Training proactively directs the implementation of plans to ensure student safety and learning, especially in flooded areas of mountainous districts.

7. The Department of Industry and Trade directs hydroelectric dam management units in the province to deploy measures to ensure the safety of hydroelectric dams, safe operation of hydroelectric reservoirs and power systems.

8. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police continue to maintain forces ready to rescue when requested.

9. The Department of Information and Communications directs the Provincial Radio and Television Station, Nghe An Newspaper and mass media agencies located in the province to increase the frequency and duration of broadcasting, promptly report on flood developments, and direct the response of functional agencies so that agencies and people know and proactively respond.

10. Other departments and branches, according to their assigned functions and tasks, are responsible for directing and coordinating with localities to deploy flood response plans according to regulations.

11. Organize a 24/7 on-duty team from the province to the grassroots level as prescribed to proactively handle situations that may arise, promptly report to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control./.
