The content of the telegram stated that, according to information from the National Center for Hydro-Meteorological Forecasting, a low pressure area is active in the central region of the Philippines.

At 1:00 p.m. on July 29, the center of the low pressure area was at about 13.8 - 14.8 degrees North latitude; 122.5 - 123.5 degrees East longitude, about 1,300 km from the coast of Vietnam.

Forecast in the next 24 hours, the low pressure area will move quickly in the West-Northwest direction, enter the East Sea and is likely to strengthen into a tropical depression (ATNĐ). Disaster risk level: level 3.

In addition, according to the National Center for Hydro-Meteorological Forecasting, in early August 2020, there is a possibility of heavy to very heavy rain over a wide area in the Northern and North Central regions.

To proactively cope with the development of the low pressure area that is likely to strengthen into a tropical depression and widespread heavy rain, the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue requests the Chairman and Head of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command, the Departments of: Transport, Natural Resources and Environment, Agriculture and Rural Development, Tourism, Information and Communications; Directors of Irrigation and Hydropower Companies in the province and related units.implement the following contents:

3. Plain and mountainous districts:Closely monitor forecasts and warnings of heavy rain, floods, flash floods and landslides; promptly provide information to villages and hamlets so that authorities and people know and proactively take precautions; organize inspections and reviews of areas at risk of flash floods and landslides, households living along rivers and streams, and prepare response plans to ensure the safety of people's lives and property when situations arise.
