Nghe An Public Employees' Union: Innovating activities, focusing strongly on the grassroots level.

Attending the meeting were representatives from the Standing Committee of the Provincial Party Committee of the Bloc of Provincial Agencies; and representatives from the leadership of several affiliated grassroots trade unions.

The monitoring content includes the leadership, direction, and implementation of Resolution No. 02-NQ/TW dated June 12, 2021, of the Politburo on reforming the organization and operation of the Vietnam Trade Union in the new situation; the study and understanding of the Resolutions of the 13th National Congress of the Vietnam Trade Union and the 8th Congress of the Nghe An Trade Union; and the development and promulgation of regulations and work programs for the 2023-2028 term.

Over the past period, the activities of the Nghe An Public Employees' Union have received attention, leadership, and guidance from the Party Committee, and professional support in terms of facilities and funding. The implementation of the Resolution of the Nghe An Provincial Trade Union Congress and the Resolution of the Public Employees' Union Congress has been carried out promptly and according to plan, with the Standing Committee and the Executive Committee seeking opinions from the Executive Committee as prescribed.

The policies and tasks of the Provincial Labor Union have been basically implemented fully and promptly. Besides the achievements, given the specific characteristics of the province,grassroots trade unionIn state administrative agencies and public service units, where there is no equivalent level of government, the activities of the Public Employees' Union and grassroots unions still face some limitations, such as: Inability to organize dialogue conferences on a scale of public employees' union level; Inability to monitor the implementation of regulations and policies for officials, civil servants, and public employees; Difficulty in organizing movement activities during working hours…

The Standing Committee of the Civil Servants' Union, based on the issued program and plan, implemented the contents fully and promptly. The preparation of draft documents was thorough, focused, and practical.

Following the grassroots trade union congress for the 2023-2028 term, the Public Employees' Trade Union has guided and directed the grassroots trade union executive committees to develop various documents in accordance with the regulations of the Vietnam Trade Union Charter; and directed the grassroots trade union inspection committees to organize supervision and report to the Public Employees' Trade Union. Annually, the Public Employees' Trade Union supervises the grassroots trade unions in developing their activity programs and plans.

At the same time, strictly adhere to regulations on organizing annual peer-level financial audits and holding Standing Committee and Executive Committee meetings in accordance with the Vietnam Trade Union Charter.

In accordance with Resolution 02-NQ/TW dated June 12, 2021, of the Politburo, the Public Employees' Union has fully implemented the policies of the Provincial Federation of Labor. Basic targets have been achieved, and union activities have closely followed practical realities, adapting to the situation and characteristics of each unit. Union administrative activities have been streamlined and digital transformation has been applied.

During the meeting, the leadersUnion of Public EmployeesNghe An province has put forward several recommendations and proposals related to evaluating some specific characteristics of the unit, such as: focusing on evaluating the work of directing grassroots trade unions in implementing activities according to the functions and tasks of the trade union organization, considering guidance on organizing some activities to care for the children of union members, and requesting the inspection committee to study and organize professional training for members working in inspection at the industry and district levels.

Highly appreciating the preparatory work of the Civil Servants' Union and the results achieved, Comrade Thai Minh Sy - Vice Chairman of the Provincial Federation of Labor - affirmed that union activities have become more in-depth and closely linked to the responsibilities of the Party committee. At the same time, it demonstrates the proactive, systematic, responsible, and creative nature of the union's officials and the organization.

Besides the positive results, Comrade Thai Minh Sy suggested that the Civil Servants' Union seriously absorb the directives and orientations of the Standing Committee of the Provincial Party Committee of the Bloc of Provincial Agencies and the Trade Union organization in the coming period. At the same time, focus on implementing the targets and breakthroughs set at the beginning of the term; continue to do a good job of advising and coordinating; leverage existing advantages, overcome limitations; actively encourage and focus on the grassroots, and promote emulation movements...
