Public declaration of assets and income of leaders and managers

The Central Party Secretariat issued a framework guideline on many contents that must be made public for the people to know.

On October 3, 2017, the Central Party Secretariat issued a Framework Guide for Party committees and organizations directly under the Central Committee to continue promoting the role of the people in the fight to prevent and repel degradation, "self-evolution" and "self-transformation" within the Party.

Accordingly, many contents must be made public for people to know, including:

- Publicize 27 manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; 19 regulations that party members are not allowed to do; regulations of the Politburo and Secretariat of the 11th and 12th tenures on the exemplary responsibility of cadres and party members, especially key leaders at all levels; on a number of immediate tasks to strengthen the exemplary role of cadres and party members; guidelines, policies, regulations and provisions to institutionalize and concretize the tasks and solutions stated in Resolution 4 of the 12th Central Committee.

- Audit, inspection and examination conclusions; results of resolving pressing issues, reflections, recommendations, complaints and denunciations of organizations and citizens; results of handling negative, corrupt and wasteful cases and matters that have been concluded; activities and results of investigation, prosecution and trial (except for cases and matters that must be kept confidential according to the provisions of law).

- Content and results of receiving people's opinions; process and procedures for handling work; identity, position, authority, contact information, responsibilities of leaders, managers, civil servants, and public employees directly handling the work of organizations and citizens.

- Commitment to practice and maintain moral qualities and lifestyle, not to degrade, "self-evolve", "self-transform" of cadres and party members; declaration of assets and income of leaders, managers and those who must declare according to regulations.

Forms of publicity include: Publicity on mass media; electronic information portals; posting at the headquarters of agencies and units; through press conferences, conferences, seminars, and Party cell activities; through activities of the Vietnam Fatherland Front and socio-political organizations; sending documents or in other forms.

The Secretariat's decision clearly stated that the issuance of the Guidelines aims to unify awareness and strengthen the leadership and direction of Party committees and organizations directly under the Central Committee in implementing the contents and forms of publicity so that people know, contribute opinions and supervise the cultivation, training, and maintenance of political ideology, moral qualities, and lifestyle of Party committees, organizations, cadres, and Party members; promote the role of the people in the fight to prevent and repel degradation, "self-evolution", and "self-transformation" within the Party, contributing to the successful implementation of Resolution 4 of the 12th Central Committee.

Promoting the role of the people in the fight to prevent and repel degradation, "self-evolution" and "self-transformation" within the Party must be carried out extensively, regularly, persistently, practically and effectively. Each Party committee, Party organization, cadre and Party member, especially the leader, must be exemplary, seriously implement, listen to opinions and accept supervision from the people.

The guidelines also clearly state the contents and forms of people's comments; the contents and forms of people's supervision and the responsibilities of Party committees and organizations..../.
