(Baonghean.vn) – On the morning of November 22, the Economic - Budget Committee (Provincial People's Council) held a meeting to review a number of submissions and draft resolutions related to the economic sector.
Comrade Le Hong Vinh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council chaired the inspection.
Participating in the inspection were comrades: Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Hoang Viet Duong - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and representatives of a number of provincial departments and branches.

Regarding the draft Resolution on promulgating regulations on the collection and payment of business registration fees in the province, it is designed to ensure the provisions of the Law on Fees and Charges 2015, thereby unifying the application of the collection and payment of business registration fees in the province as soon as the Law takes effect from January 1, 2017.

Members of the Economic - Budget Committee of the Provincial People's Council unanimously approved this draft Resolution but requested the drafting agency to shorten some unnecessary items, amend and supplement some contents to improve effectiveness and efficiency when applying and implementing.
Next, the Economic - Budget Committee of the Provincial People's Council reviewed the Draft Resolution Promulgating principles, criteria and norms for allocating regular expenditure estimates of the local budget in 2017 and stabilizing until 2020; Decentralizing revenue sources, expenditure tasks and percentages of revenue sharing among budget levels of Nghe An province in the period of 2017 - 2020 presented by the Department of Finance.

During the period of 2011 - 2016, the Central Government and the province issued many policies and regulations and created many spending tasks for sectors and fields that were not arranged in the norms; at the same time, high inflation during the period of 2011 - 2016 led to the regulations in Decision No. 103/2010/QD-UBND no longer being suitable with the actual situation of current regulations.

Commenting on this content, Comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee emphasized: The allocation norms of the regular budget and local budget estimates in 2017 must meet the provisions of the State Budget Law 2015. Budget allocation must be fair, reasonable, transparent and public among departments, provincial units, districts, cities, towns and stable from 2017 to 2020.
At the review session, members of the Economic - Budget Committee also gave comments and unanimously approved the draft Resolution on approving the settlement of state budget revenue in the area and settlement of local budget expenditure in 2015.
