“The stick” to raise awareness

The Provincial Party Committee's Propaganda Department promptly issued Project No. 02 of the Provincial Party Committee's Standing Committee on "Improving the quality of grasping and orienting public opinion in Nghe An province for the period of 2021 - 2025", promptly developed a plan to implement the Project and considered it a "stick" to raise awareness of Party committees and authorities at all levels about the role and importance of public opinion work in leadership and management; making public opinion work a regular task in the direction and administration of Party committees, authorities, the Fatherland Front and socio-political organizations.

In 2022, with more than 2,200 issues of public concern compiled by the Provincial Party Committee's Propaganda Department and more than 600 issues forecasted, timely proposals were made to competent authorities for effective handling. Investigation of 5 public opinion polls on Covid-19 vaccination, results of 15 years of implementing Directive No. 17 on oral propaganda work, protecting the Party's ideological foundation, Resolution 08 on developing tourism into a spearhead economy, Resolution 29 on fundamental and comprehensive innovation of education and training, meeting the needs of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

In the current context, the fourth industrial revolution opens up many opportunities but also poses many challenges to propaganda work in general and research, grasping and orienting public opinion in particular. The information technology revolution is developing explosively; the trend of personalizing information is becoming more and more popular in society; hostile forces are constantly and fiercely opposing it, using all forms and tricks. This situation has a significant impact on the ideological situation of cadres, party members and people of all walks of life, so the work of grasping public opinion must go first, orient and handle it promptly.

Comrade Cao Thi Minh Nguyet - Member of the Standing Committee, Head of the Propaganda Department of Thai Hoa City Party Committee shared: Party committees at all levels, especially at the grassroots level, must be aware of the position, role and importance of the work of grasping and orienting public opinion. Party committees, secretaries of party committees, heads of agencies, localities and units must pay attention and be close in leading and directing public opinion work and ideological work to achieve high efficiency, considering this an important reference information channel on the ideological situation, social mood and trust of cadres, party members and people towards the Party and State.

Proactively and actively innovate the content and methods of public opinion work, contributing to advising Party committees at all levels to promulgate and effectively implement the Party's policies and guidelines; strengthen information work to orientate the ideology of cadres, party members and people; improve the quality and effectiveness of forecasting, promptly handling information, orienting public opinion, creating unity in perception, will and action in society, promoting the implementation of the Party's policies and the State's laws; actively participate in the fight against false and hostile information and viewpoints, protecting the Party's ideological foundation.

Pay attention to direct dialogue with the people to resolve pressing issues of the people in the area; effectively implement the leadership regime for receiving citizens; thereby advising on timely resolution of ideological issues and social opinions arising in each policy, project and right at the grassroots level, not allowing anxiety and frustration to persist, leading to becoming a hot spot that is very difficult to resolve.

Timely detect pressing issues in life, coordinate to resolve them correctly and effectively, meeting the people's trust and legitimate aspirations. Strengthen the grassroots to grasp the situation when there are outstanding issues, hot spots arise to coordinate to resolve them promptly; continue to consolidate and improve the team of social opinion collaborators; regularly train the team of social opinion workers to equip them with skills and experience to perform professional work, thereby contributing to consolidating and improving the quality and effectiveness of the work of grasping and orienting social opinion, serving well the leadership and direction of the Party Committee.

The work of grasping and orienting public opinion is not an easy task, therefore, in the coming time, each Party committee at all levels considers this a political task, not "leaving it all" to the Propaganda Department; regularly stay close to and grasp the grassroots, thoughts and aspirations of the people to have timely solutions, avoiding hot spots; consider the work of grasping public opinion to be the responsibility of all cadres, party members and people. Regularly innovate the content and form of grasping and orienting public opinion, promptly combat the plots and tricks of hostile forces that take advantage of cyberspace to defame the Party and the State.
