Traffic police have the right to mobilize vehicles and passersby to rescue victims.

Draft guidelines for traffic police when requisitioning and mobilizing vehicles of road users must comply with the decisions of competent authorities and the provisions of the Law on People's Public Security and the Law on Property Requisition and Confiscation.

According to the draft Circular regulating the command and control of road traffic by traffic police, which has just been widely publicized by the Ministry of Public Security, in urgent cases to take victims to the emergency room, arrest criminals, people who cause accidents and flee, rescue, rescue, fire fighting... the traffic police on duty to command and control traffic are allowed to mobilize means of transport, means of communication, other means of transport of agencies, organizations, individuals and people who are driving and using the vehicle involved in the accident.

This mobilization is carried out in the form of a request or request. The draft also guides the traffic police when requisitioning or mobilizing vehicles or telephones of road users to comply with the decision of the competent authority and the conditions, order and procedures prescribed by the Law on the People's Public Security and the Law on the acquisition and requisition of property.

In addition, the draft regulation stipulates that traffic police who command and control traffic can temporarily suspend people and vehicles on certain road sections, re-allocate traffic lanes, routes, and places where vehicles are temporarily stopped or parked when traffic jams occur or when there are other necessary requirements to ensure security, order, and social safety.

Within the assigned scope and area or according to the plan and order of the competent authority, vehicles that violate road traffic laws may be stopped to check and control the vehicle, vehicle documents, vehicle driver documents and personal documents of the person on the vehicle under control if that person has violated the law.

In case the violator does not comply with the penalty decision, the traffic police will briefly and clearly explain to the violator his/her violation and the solution according to the law so that he/she can voluntarily comply. If the violator does not comply, the documents will be temporarily retained, and the violator will be invited to the unit's headquarters for settlement or instructed to file a complaint according to the law.

In case the driver closes the door and leaves or is not present, record the image and report to the unit commander to mobilize a crane to pull the vehicle out of the traffic jam area; invite witnesses, seal the necessary locations of the vehicle and make a record according to regulations.

In the event of a public disorder that obstructs traffic order and safety, the traffic command and control police force will use professional technical equipment to record the incident; immediately stop the behavior, recover weapons (if any), check the identity papers of those involved, and organize emergency aid for the victims.

In serious cases beyond your ability to handle, immediately report to the unit commander for direction; at the same time, promptly notify the police and local authorities where the incident occurred for coordination in handling.
