Nghe An Traffic Police impose fines through images and clips provided by people

(Baonghean.vn) - From August 5, in addition to detecting and directly penalizing violations of the Road Traffic Law by vehicle drivers, traffic police also receive and verify information and images reflecting violations of road traffic order and safety provided by organizations and individuals or posted on mass media and social networks.

Many violations were detected.

On the evening of August 11, 2020, a video clip of more than 1 minute long appeared on social networks, recording a scene of a young man driving a motorbike with license plate 37L1 - 382.54 carrying a passenger behind, both of them not wearing helmets, using both feet to steer the motorbike, weaving, laughing and talking "challengingly" on National Highway 1A through Quynh Luu district.

After the clip was shared on social media, the online community expressed outrage and indignation at the young man’s disregard for the law. This behavior not only violated traffic safety but also endangered other vehicles on the road.

Based on videos and images sent by the people, at about 8:00 a.m. on August 12, 2020, Quynh Luu District Police identified and summoned the violator to the District Police headquarters for questioning.

Accordingly, the subject driving the motorbike with his feet was identified as NAT (born 2006) in Quynh Lam commune (Quynh Luu). On the evening of August 11, T. and a group of friends went out and T. "performed" for his friends to record. At the police station, NAT admitted to the violation and wrote a statement, pledging not to violate. Quynh Luu district police have drawn up a record of administrative violations, consolidating the file to strictly handle according to the provisions of the law.

The clip recorded a group of young men riding 3 motorbikes, without helmets, continuously revving their engines and weaving in and out of traffic on National Highway 1A (through Dien An commune, Dien Chau district) at noon on August 10.

Some vehicles even turned around and went in the opposite direction, endangering other vehicles behind. After the clip was posted, it attracted thousands of shares and comments expressing outrage at the actions of the group of young men.

Based on the videos and images sent by the people, Dien Chau District Police mobilized traffic police and police from related communes to investigate and verify and summon 7 young men, including: Dang Dinh Hieu (born in 2002), Pham Van Dai (born in 2003), both residing in Dien Thinh commune, Cao Trong Hoi (born in 2005), residing in Dien Loc commune, Cao Ngoc Long (born in 2000), residing in Dien An commune, Ho Van Phuc, Nguyen Van Long (both born in 2004), both residing in Dien Phu commune and a subject named Huy residing in hamlet 14, Dien Phu commune (this subject is away from home and has not presented himself).

Dien Chau police have drawn up administrative records to fine the subjects for traffic safety violations with a total amount of 19,325,000 VND, and temporarily detained 3 motorbikes. Along with that, they continue to test the subjects for drugs, consolidate the records for handling according to regulations.

Ready to receive and handle seriously

The Ministry of Public Security has just issued Circular 65/2020/TT-BCA regulating the tasks, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations of road traffic by traffic police.

In particular, from August 5, 2020, in addition to detecting and directly sanctioning violations of the Road Traffic Law by vehicle drivers, traffic police also receive and verify information and images reflecting violations of road traffic order and safety provided by organizations and individuals or posted on mass media and social networks.

After the regulation was issued, the department deployed it to the traffic police force in localities, teams, and stations for implementation. According to Lieutenant Colonel Tuan, with the reality that the cold-fine camera system cannot cover all routes, this regulation contributes to enhancing the people's monitoring role in activities with signs of violating traffic order and safety; at the same time, it also supports the traffic police force in promptly detecting and handling violations of the Road Traffic Law by the form of cold-fines when the traffic police force has not yet arrived.

In particular, this regulation will raise awareness of compliance with the Road Traffic Law among traffic participants when they are not only monitored by the traffic police, but also by the community.

As a locality that has handled violations sent by citizens, Lieutenant Colonel Vo The Quyen - Deputy Head of Dien Chau District Police said: Providing information on violations to the authorities not only demonstrates civic responsibility but also restores order and traffic safety.

Even in cases of hit-and-run accidents, when people provide information, clips from dash cams and home security cameras have been very helpful for the traffic police in verifying and clarifying the vehicle and driver. Mr. Phan Huy Chuong - Deputy Chief Inspector of Nghe An Department of Transport said: Traffic police and traffic inspectors cannot always monitor 24/24, so information reflecting traffic safety violations provided by people will help the authorities have a basis for handling. Mr. Chuong also said: It is through images recorded by passengers and posted on social networks that this unit has just issued a decision to administratively sanction driver Tran Van Binh (born in 1986), residing in Phu Son commune (Tan Ky) - the person who used his elbow to drive the bus and eat instant noodles.

In addition to the decision of the Nghe An Department of Transport Inspectorate, this driver had his driver's license revoked for 2 months and was fined 1.5 million VND. The Nghe An Passenger Transport Service Joint Stock Cooperative where driver Binh works also decided to temporarily suspend driver Tran Van Binh for 3 months from August 6, 2020.

Not only the authorities, but also the people support this regulation in the hope that it will raise the awareness of vehicle drivers and reduce traffic accidents.

Ms. Nguyen Thi Hien, in Le Loi ward (Vinh city) said: I agree with this new regulation. From now on, based on concrete evidence, I hope that the authorities will strictly handle those who disregard the Traffic Law.

Thus, it can be seen that this new regulation will enhance the people's supervisory role in activities that show signs of violating traffic order and safety, while at the same time supporting the traffic police force in promptly detecting and handling violations by indirect penalties.

Therefore, in addition to facilitating the sending of data, information, and images of violating vehicles; having forms of encouragement and rewards for those who provide valuable information... the functional sector also needs to have a solution to thoroughly handle the situation of vehicles not being transferred or changed ownership to punish the right person. Because if the situation of "vehicles not being registered" is not resolved, it is clear that the handling will only be directed at the vehicle owner, not necessarily finding the right person who directly caused the violation.

According to regulations, information and images provided by citizens about violators will be kept completely confidential by the authorities. At the same time, the information provider must also be responsible before the law for the authenticity of the information provided. In case the information and images show signs of falsification or editing, they will be transferred to the competent authority for handling.
