Every 8 days, a child molestation case occurs in Nghe An.
(Baonghean.vn) - The number of child sexual abuse cases since the beginning of the year has doubled compared to the same period in 2018 and continues to increase, with increasingly serious nature.
30 cases of sexual assault occurred in 8 months
Since the beginning of 2019, the province has had 30 cases of child sexual abuse, double that of 2018, including 5 rape cases, 10 rape cases of people under 16 years old, 2 rape cases, 5 cases of indecent assault of people under 16 years old, 8 cases of intercourse with people from 13 to under 16 years old.
Among them, there are some cases showing serious moral degradation such as the case of 7 subjects having sexual intercourse and molesting a person under 16 years old in Hoang Mai town; 1 case of a 67-year-old subject molesting a 7-year-old child in Do Luong district; 1 case of an 8th grade student raping a 2nd grade girl in Nghi Loc district.

According to a report by Nghe An Provincial Police, during the period 2016-2018 and the first 6 months of 2019, the province discovered 71 cases, involving 71 victims of sexual abuse. Of these, 16 were child molestation cases, 23 were child sexual intercourse cases, and 32 were child rape cases.
According to the assessment of the Provincial People's Committee, the main reason for the above situation is that propaganda work to prevent and combat sexual abuse in general and child sexual abuse in particular has not been properly implemented by sectors and localities at times and in some places, or has been implemented but the propaganda time is short and the effectiveness is not high.
In addition, the management of families, schools, and socio-political organizations for children, pupils, and students is sometimes not strict; the spread of bad information on social networking sites and unhealthy culture impacts and influences the awareness and actions of young people, but the control of authorities is not really good.

The above figures do not reflect the actual situation, because according to the Provincial People's Committee, in some cases, victims and their families, due to fear of scandal, do not cooperate, do not report, or after a period of unsuccessful self-negotiation, report to the police, causing many difficulties for the investigation and handling of crimes, leading to failure to promptly deter and handle crimes.
Launching legal support project against child sexual abuse
At the end of August, the project to raise awareness and strengthen legal support on violence and child sexual abuse for the community in Nghe An province was launched. The project is implemented by Hanoi Law University with the support of the European Union, the Ministry of Justice of Vietnam and other ministries and sectors under the Government, the Justice Innovation Fund (EU JULE JIFF), and Oxfam in Vietnam.
The project will help children in the area equip themselves with self-protection skills to avoid the risk of violence and abuse; understand cases of children at risk of violence, abuse, and sexual abuse; understand measures to warn of the risk of violence and child sexual abuse and especially understand how to handle violent abuse.

In addition, parents will be aware of the issue of violence and child sexual abuse, thereby being able to protect their children from the risk of violence and sexual abuse or knowing how to handle it when their children are victims; Child protection work will receive more attention from the government, professional agencies, mass organizations, and social organizations at the local and grassroots levels.
The project will train 1,500 couples to improve their awareness of gender equality, disseminate knowledge about gender equality to high school students; 6,000 students will be able to list basic knowledge about gender equality; Provide in-depth training for about 90 community leaders on gender equality training skills; Provide consultation on 50 cases of divorce, domestic violence, inheritance, household registration, birth registration for disadvantaged groups; Provide minimum assistance for 6 legal cases for disadvantaged groups in civil, criminal, family and marriage cases...
