(Baonghean.vn) - Voters of Dinh Son commune, Anh Son district requested the Provincial People's Committee to direct the Department of Natural Resources and Environment to speed up the process of preparing dossiers to issue new Land Use Rights Certificates in the area.

This problem is answered as follows:

Dinh Son Commune, Anh Son District was surveyed in 2012 and the work of declaration, registration and filing for Certificate issuance in 2013 was carried out by the construction unit, Dai Thanh Surveying and Mapping Joint Stock Company.

- The progress of implementation so far is slow compared to the contract and the people's requirements. The reasons for the delay are:

+ Regarding the transfer and division of plots (residential land), the provision of information and documents to people is still slow (due to the coordination between local authorities and people).

+ The construction unit often does not regularly follow the locality; coordination with the commune and district authorities is still awkward, not smooth, not tight.

+ In the past, due to objective factors, the work of granting Certificates was interrupted such as: In 2014 and 2015, the People's Committees at district and commune levels spent a lot of time on organizing Party Congresses at all levels, electing National Assembly deputies and People's Councils at all levels; Land consolidation work according to Directive 08-CT/TU dated May 8, 2012 of the Standing Committee of Nghe An Provincial Party Committee, new rural planning, and inventory work at commune level more or less affected and slowed down progress;... On the other hand, the funding source for the work of surveying and mapping cadastral maps, declaration, registration, and preparation of dossiers for granting Certificates is still limited.

- Solution:

+ In the past time, the Department of Natural Resources and Environment has issued many directive documents, providing many solutions to speed up the issuance of Land Use Right Certificates; in the coming time, the Department of Natural Resources and Environment will continue to strengthen direction, coordinate with the District People's Committee to inspect, urge and remove difficulties and obstacles in the implementation process.

+ Anh Son District People's Committee directs the Department of Natural Resources and Environment, the District Land Use Registration Office, relevant units and Dinh Son Commune People's Committee to closely coordinate with the construction unit to speed up the progress of granting Certificates.

+ Dinh Son Commune People's Committee widely announced the policy for people to provide relevant papers and documents so that the construction unit can complete the dossier to issue the Certificate in a timely manner; assigned staff to coordinate with the construction unit to make a weekly review plan to speed up the progress of issuing the Certificate.

+ Construction unit: Concentrate human resources and equipment to be present regularly at the site, closely coordinate with local authorities to carry out declarations, serve the review and approval of dossiers to issue Land Use Right Certificates to the people in a timely manner. Timely report any problems and difficulties during the implementation process to the competent authorities for handling and direction.

- Completion plan: The Department of Natural Resources and Environment requires the construction unit to coordinate with the People's Committee of Dinh Son commune to complete the declaration and registration of the remaining Certificate application documents by December 30, 2016 at the latest so that the People's Committee of Dinh Son commune can organize the review and submit to the Land Use Rights Registration Office and the Department of Natural Resources and Environment of Anh Son district for timely appraisal./.
