| On the afternoon of June 14th, Ms. Cao Thi Hien, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairwoman of the Provincial People's Council, held a meeting with voters from Dien Loc, Dien Tho, Dien Phu, and Dien Loi communes in Dien Chau district. |
At the meeting, Ms. Cao Thi Hien reported to the voters on the socio-economic development of the province in the first six months of the year and the implementation of tasks for the last six months of 2017. Representatives of the Dien Chau District People's Council informed the voters about the agenda of the 4th session of the District People's Council, term 2016-2021.
The need for the State to continue implementing mechanisms and policies to promote the development of agriculture, farmers, and rural areas is a matter of great concern and a frequent recommendation from voters.
Reflecting his thoughts and aspirations to the provincial People's Council representatives, voter Vo Xuan Cuong from Dien Tho commune stated: Dien Tho, as well as other localities, have seriously implemented the policy of transforming cooperatives and mechanizing agricultural production. However, to further boost production, he requested that the State pay attention to investing in the agricultural sector, such as creating conditions for people to borrow capital to introduce mechanization and improve internal field transportation, thereby enhancing agricultural production efficiency; and granting land use rights certificates to operating cooperatives.

The procedures for farmers to borrow capital are still cumbersome, complicated, and fraught with difficulties. To ensure that government policies reach the people, officials in charge of this sector need to uphold a high sense of responsibility and create favorable conditions for the people.
Regarding the management of multi-level marketing, Mr. Hoang Van Loi, a voter from Hamlet 3, Dien Loi Commune, stated: Currently, in many rural areas, fraudsters are using various multi-level marketing tactics; these individuals exploit the slogan "Vietnamese people prioritize using Vietnamese goods" to sell substandard products at high prices to people in rural areas.

"I suggest that the Department of Industry and Trade and relevant agencies need to strengthen supervision, control, and rectify this situation to avoid economic losses for the people and a decline in public trust in the government," Mr. Loi emphasized.
Mr. Loi also stated that currently in many rural areas, there is a situation where organized crime groups are speculating in land auctions, driving up land prices so that people who want to buy land cannot. He questioned whether there are vested interests involved in land auctions, given that this situation occurs not only in cities but also in rural areas without being properly managed.

Regarding land management issues, voter Nguyen Van Tien from Dien Phu commune expressed concerns about land auctions in localities as well as the management and use of proceeds from land sales in the communes. He requested that the People's Council representatives and local authorities clarify the State regulations related to this field for the voters to understand.
In addition, the conference heard many opinions from voters reflecting on administrative reform. "The government is advocating for accelerated administrative reform, but in my opinion, the implementation at all levels is still general and not specific enough; it's merely a conference-style meeting and hasn't met the needs and aspirations of the people," reflected voter Nguyen Xuan Loi from Dien Loc commune.
