Voters of Nam Dan district propose to prioritize using surplus headquarters as medical facilities, education facilities, and community spaces.

On the afternoon of April 26, comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Committee, National Assembly Delegate (NAD) of Nghe An Delegation met with voters of Thuong Tan Loc commune, Nam Dan district before the 9th Session of the 15th National Assembly.

Meeting with voters were National Assembly deputies: Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province; Tran Nhat Minh - Full-time National Assembly Delegation of Nghe An and leaders of a number of departments, agencies and the Standing Committee of Nam Dan District Party Committee.

Strengthening digital transformation after social merger

Agreeing with the policy of merging provincial and communal administrative units and building a 2-level local government model, however, voters suggested that after the merger, it is necessary to invest in machinery and equipment for digital transformation to serve the people and ensure the working process of officials and civil servants.

Regarding policies and regimes, voter Hoang Xuan Canh in Thuong Tan Loc commune suggested that during the process of restructuring the apparatus and merging communes, attention should be paid to policies and regimes for non-professional commune-level cadres who will have to quit their jobs after the merger.

After not organizing at the district level and completing the merger of communes, there are too many redundant office buildings. Voters suggest that the Central Government and the National Assembly soon have a specific mechanism and guidance to resolve this situation to avoid waste and contribute to promoting local economic and social development.

Regarding this content, voter Nguyen Van Lanh suggested that with redundant headquarters, priority should be given to changing functions, prioritizing arrangements for the fields of culture, health, education and community activities.

At the conference, many voters also reflected and proposed solutions to exploit sand and gravel on the river such as: buying equipment such as motorboats for people to participate in management, at the same time, having regulations requiring the installation of positioning devices on all vehicles and boats exploiting sand and gravel on the river for easy management.

In addition, voters also proposed that the National Assembly have policies to verify identities and search for martyrs; handle problems in some land-related procedures after the 2024 Land Law takes effect; and have a program to overcome riverbank erosion.

At the same time, voters also proposed a policy to build a firebreak along the Thien Nhan mountain slope adjacent to the forest land of Thanh Lam commune, Thanh Chuong district; and to support funding to build a drainage ditch after the flood discharge of Ba Khe dam in Dai Loc hamlet, Thuong Tan Loc commune to ensure the safety of people and property of 350 households behind the spillway of Ba Khe dam.

Voters also proposed increasing regular operating budget for communes in general, especially allocating more regular operating budget for the commune Fatherland Front and budget for activities of villages and residential groups...

At the conference, leaders of Nam Dan District People's Committee and a number of related departments and branches explained and clarified voters' opinions, especially the arrangement of commune-level administrative units, the naming of new names and the selection of centers of new commune-level administrative units...

Strengthening propaganda and mobilizing people to understand the policy of administrative unit arrangement

After listening to the explanations of leaders of some departments, branches and the People's Committee of Nam Dan district, comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Committee, National Assembly Delegate of Nghe An province received and clarified the contents of interest to voters.

Regarding the arrangement and merger of commune-level administrative units, Comrade Thai Thanh Quy agreed with the voters' proposal to prioritize the use of surplus headquarters after the merger as medical facilities, educational facilities, and community living spaces. He emphasized that the Central Government has assigned the decision-making authority to the provincial and district levels. Therefore, localities need to base on population size and number of households to develop specific and practical usage plans.

Besides, he noted that Nam Dan district needs to step up propaganda and mobilization work to help people understand the policy of arranging administrative units, especially the basis for choosing the name and location of the new commune center, in order to create high consensus among the people.

Regarding the issuance of Land Use Right Certificates, in response to the feedback on the backlog, Comrade Thai Thanh Quy said that during this term, the Standing Committee of Nghe An Provincial People's Council organized an explanation session and issued a Notice of Conclusion. On that basis, he requested Nam Dan district to urgently review and summarize the backlog, coordinate with relevant departments and branches to advise the Provincial People's Committee to handle it, ensuring compliance with the conclusion of the Standing Committee of the Provincial People's Council.

Comrade Thai Thanh Quy also emphasized the requirement to strictly implement the Central's direction, not to let the direction, management activities as well as essential public services for the people be interrupted during the process of arranging administrative units.
