Voters of Nghi Loc district propose to publicly post compensation prices in site clearance

After listening to Deputy Head of the National Assembly Delegation Nguyen Thanh Hien inform about the main contents of the 8th session of the 14th National Assembly, the atmosphere of the meeting became "heated" by the issue of compensation and site clearance related to the project to upgrade and expand National Highway 1A and the Hemaraj Industrial Park project.
Hot issue of land clearance compensation
Regarding the issue of land clearance for upgrading and expanding National Highway 1A, Mr. Nguyen Cong Duong (Hamlet 6, Nghi Long) said that the work of inventory, pricing, and payment of compensation for land clearance for National Highway 1A is not satisfactory. In reality, there is a situation: on the same plot of land, some households are compensated, some are not. The compensation price also has many hidden issues, some households are compensated little, some are compensated a lot. Therefore, voters recommend that local authorities publicly post the compensation price so that people can understand and know.

Voters Hoang Van Luc (Hamlet 2), Nguyen Ba Dong (Hamlet 12), Dinh Van Tung (Hamlet 3) proposed to prepare compensation records for households in Dong Dap area - west of Long Thuan canal during the process of site clearance for the implementation of the Hemaraj Industrial Park project. Voters said that this is agricultural land that has been associated with the people for a long time, with many areas being reclaimed by the people.
Voter Nguyen Van Sang (village 2) said that his family has more than 3,800m2It is not satisfactory that the land being cleared from the Cho Trut Cemetery area while cultivating rice is not explained or notified by the authorities before construction.
Some other issues related to allowances for policy beneficiaries, granting of land use right certificates, etc. were also mentioned and reflected by voters.

Clarifying some issues that voters are concerned about
At the conference, there were 16 recommendations on land management and compensation for site clearance. Representatives of the Department of Natural Resources and Environment and leaders of Nghi Loc District People's Committee answered and explained issues related to the district's authority and responsibility.
Accordingly, compensation for site clearance is currently being implemented according to Decision 04/2010/QD-UBND of Nghe An Provincial People's Committee on regulations on compensation, support and resettlement when the State acquires land in Nghe An province.
Regarding the Hemaraj Industrial Park project, regarding the request to establish compensation records of households in the Dong Dap area west of Long Thuan canal, the representative of Nghi Loc District People's Committee said: Before 1987, this area was used by people in hamlets 9, 12, 13, 14 for agricultural production. By 1990, after the completion of Long Thuan canal, the western part of the canal no longer had households producing due to inconvenient transportation.
From 1991 to 2015, Nghi Long Commune People's Committee managed and signed contracts with agricultural production households, and annually collected financial obligations.
However, from 2016 until now, although the contract has expired, the households have continued to produce. Therefore, compensation cannot be made.
For the project to upgrade and expand National Highway 1A, the inventory and pricing are all subject to technical measurements directly and independently measured by a legal entity. The implementation process is: after the completed inventory and pricing documents are made public at the Commune People's Committee and a notice is given to the people to inspect. After 20 days if there are no complaints, the local government will submit them to the Department of Natural Resources & Environment, Department of Finance, and Department of Construction for appraisal.
After the assessment, these units send it to the District People's Committee, the District People's Committee issues a compensation decision, and the Compensation Council for Land Acquisition and Site Clearance implements the decision. Therefore, the opinion of households in the affected area that there is irregularity in the technical measurement and inventory of pricing is unfounded.
At the end of the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien said that land management and site clearance compensation are always "hot" issues that many voters are interested in. From the opinions presented at the conference, the Delegation will record, synthesize and reflect to the National Assembly's functional agencies and relevant departments and branches for consideration and handling.
