Voters of Nghi Loc district propose regime for part-time cadres after merger
At the meeting with voters of the provincial National Assembly deputies, voters of Nghi Loc district requested that all levels pay attention to the regime and policies for part-time commune-level cadres who were laid off after the rearrangement of administrative units and the establishment of a two-level local government.
On the afternoon of April 26, the National Assembly delegation of the province had a meeting with Nghi Loc district before the 9th session of the 15th National Assembly.

Meeting voters were National Assembly deputies: Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation; Hoang Thi Thu Hien - Permanent Vice Chairwoman of the Provincial Women's Union, Member of the National Assembly's Committee on Science, Technology and Environment.
Meeting with voters were representatives of the leaders of the following departments: Construction, Home Affairs, Agriculture and Environment, Industry and Trade, Finance, Health, Provincial Police, Social Insurance of Region VII, Management Board of the Southeast Economic Zone; Office of the National Assembly Delegation and Provincial People's Council and the Standing members of the District Party Committee, People's Council, People's Committee, and Standing Committee of the Vietnam Fatherland Front Committee of Nghi Loc district.

At the conference, on behalf of the National Assembly delegates, delegate Hoang Thi Thu Hien announced the expected program and content of the 9th Session of the 15th National Assembly; the results of responding to the petitions of Nghi Loc district voters.
Accordingly, the 9th session of the 15th National Assembly is scheduled to open on May 5. The National Assembly will consider amending and supplementing the 2013 Constitution, and is expected to pass 30 laws and 7 resolutions in various fields. Among them, there is a resolution on merging provincial-level administrative units to streamline the apparatus and specific mechanisms and policies to remove obstacles for socio-economic development in key areas and localities. In the spirit of frankness and democracy, voters of Quan Hanh town reflected that in the recovery of agricultural land for programs and projects, although there have been many documents of the National Assembly and the Government changing the compensation price for the recovery of agricultural land, for many years, in Quan Hanh town, the compensation price for land recovery has not changed, so in the process of mobilizing compensation for the recovery of agricultural land to implement programs and projects, many difficulties have been encountered.

Voters in Nghi Trung commune reported that they encountered many difficulties in completing land records because the boundary of the adjacent garden land of one family overlapped with the adjacent garden land of another family, even though the fences of the households were built 15 or 20 years ago. Voters requested that the competent authorities should have a plan to re-measure according to the current status that people have been using stably for a long time, to avoid disputes, causing resentment, disunity, and affecting the rights of citizens.
In addition, the process of issuing agricultural land use right certificates to people requires many procedures, causing inconvenience to people, slowing down, and causing disadvantages to people's rights, which was also reflected by voters at the conference.

Regarding the support policy for part-time cadres who quit their jobs when organizing and rearranging commune-level administrative units, voters suggested that in addition to the regimes according to the Central's written instructions, Nghe An province needs to have additional support mechanisms for this team.
Voters of Nghi Loc district also had reflections and recommendations to the provincial National Assembly Delegation on the implementation of labor, employment and social security policies; education - training and vocational training; the issue of dirty food and fake food on the market; regimes and policies for people with meritorious services;...
In addition, some contents related to the organization of the apparatus, staff, naming of new communes after organizing, arranging and merging commune-level administrative units were also raised by voters at the conference.

Based on voters' opinions and reflections, leaders of departments, branches and Nghi Loc district directly responded and explained a number of issues under their authority.
