Chieu Luu is a commune located along Highway 7, the residents here are mainly Thai and Kho Mu people living together. According to the commune's report, up to now, nearly 60% of households are still poor and near-poor. This is one of the hot spots for drugs, as well as human trafficking, especiallyfetal traffickingemerged recently.

At the meeting, voters of Chieu Luu commune presented many difficulties in the area such as lack of land for production, water for daily life, and lack of jobs. The intellectual level of the people is still low, the identity and traditional cultural values of ethnic groups are at risk of fading away. Some backward customs and practices, inferiority complex, and national pride have greatly affected and dominated people's lives.

Meanwhile, the leaders of Chieu Luu commune also frankly admitted that the quality of operations of the political system and state management at the grassroots level still has some limitations. On the other hand, drug abuse is still latent, many factors have a significant impact on production, people's lives and the development of the commune.

Voters of Chieu Luu commune request that all levels pay attention to creating jobs for children of ethnic minorities in especially difficult areas in general and Chieu Luu commune in particular who have completed university and college education. Prioritize and create conditions for children to go to work abroad in countries such as Korea, Japan, etc.

Voters also proposed to build a rigid bridge and upgrade the road to Bao Thang commune. Build a bridge for people in Khe Nan to the Pieng Set residential planning area. The commune also requested funds to build the commune's public housing which is currently degraded and no longer suitable for long-term use.

Voters of Chieu Luu commune also requested that superiors urge the Ca Nan 1 and Ca Nan 2 hydropower companies to hand over land at the Canan hydropower junction to the commune to build a market. They requested that competent authorities issue a document directing the planning of the construction of a small industrial cluster in the Ban Cu area, so that people know whether this project will continue to be implemented or not. If not, the land should be returned to the people. According to voters, this small industrial cluster has been included in the planning for 10 years but has not yet been put into operation. In addition, some voters also oppose the construction of the Canan 3 hydropower plant due to fear of the long-term consequences caused by hydropower plants.

At the meeting, National Assembly Deputies, representatives of departments, branches and localities shared and answered many questions from voters.

According to the representative of the Economic - Infrastructure Department of Ky Son district, the projects that voters mentioned, such as building a hard bridge on the road to Bao Thang commune or building the commune headquarters, etc., have been included in the public investment plan for the coming period. Regarding the Chieu Luu industrial cluster, which has been deserted for the past 10 years, the reason is that the industry and handicrafts in the area have not yet developed. The raw material area has not yet met the needs of the factory, so investors are not interested.

Regarding the drug and human trafficking issues mentioned by voters, the leader of Ky Son District Police said that in recent times, the unit has been resolutely fighting against these types of crimes. In Chieu Luu Commune, since the beginning of the year, Ky Son Police have discovered 45 cases, 52 subjects related to drugs, accounting for 1/3 of the total number of cases in the district. Many major cases have been discovered, most of which are in Chieu Luu Commune. In some cases, dozens of drug cakes were seized. The locality also established records and managed drug rehabilitation for 71 people in the commune.

The leaders of Ky Son District Police also shared about the difficulties in fighting against human trafficking, especially the problem of fetal trafficking. Because many pregnant women secretly go to China to give birth and then sell their children, it is very difficult for the locality to control. Since the beginning of the year, the commune has had 2 women go to China to give birth and then sell their children.
