Voters are concerned about high-tech and artificial intelligence-based fraud.
Voters in Hoang Mai town submitted a petition to National Assembly representatives regarding the administrative structure model after the merger of administrative units and policies for officials after the restructuring. They expressed particular concern about the use of high-tech and artificial intelligence in fraud.
On the morning of April 15th, National Assembly delegates Pham Phu Binh - Standing Member of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Nghe An province; and Hoang Thi Thu Hien - Standing Vice President of the Nghe An Provincial Women's Union, held a meeting with voters in Hoang Mai town.
Also attending the conference were leaders from the Departments of Construction, Interior, Health, Natural Resources and Environment, and Hoang Mai town.

At the conference, on behalf of the National Assembly delegates, delegate Hoang Thi Thu Hien - Standing Vice President of the Nghe An Provincial Women's Union - announced the planned program and content of the 9th session of the 15th National Assembly; and the results of responding to and resolving the petitions of voters in Hoang Mai town.
A summary of the thoughts, aspirations, and suggestions of voters and people in Hoang Mai town shows that the people are interested in and express their trust, welcome, and support for the Party's correct policy on reorganizing the political system's apparatus towards a "Straight - Lean - Strong - Efficient - Effective - Effective" model. The people have high expectations for the success of this revolution.

In addition, voters and the public are also concerned and worried, requesting thorough research and a specific, decisive roadmap to avoid affecting the work and morale of officials, Party members, civil servants, and the people.
The merger process has given rise to many problems such as: surplus staff, wasted assets, new commune headquarters located far from the population, causing difficulties and inadequacies in transportation and resolving people's issues, requiring specific solutions.

Specific and transparent standards are needed when selecting officials during the process of streamlining the organizational structure of the political system, to avoid negative practices in the selection and placement of personnel.
Voters suggest that the implementation of government decrees on policies, regulations, civil servants, public employees, and the armed forces in the reorganization of the political system's apparatus needs to be more specific, detailed, and clear for each group of officials, civil servants, public employees, and non-professional workers so that officials can work with peace of mind and have stable lives; and that there should be adequate support policies for redundant officials, civil servants, and non-professional workers at the commune level who have worked for many years after the reorganization.

Voter Ho Van Cay - Head of the Organization Department of Hoang Mai Town Party Committee, suggested: "The National Assembly needs to carefully study and develop a model for the organizational structure of departments and offices at the commune level to effectively and promptly carry out political tasks, meeting the requirements of the people and businesses. The functions and tasks of the commune level should be thoroughly decentralized so that communes can proactively perform their duties. At the same time, there needs to be a reasonable and practical roadmap for streamlining the workforce."

Voters requested that the Government direct ministries and agencies to continue promoting reforms, simplifying and reducing administrative procedures, ensuring transparency and openness; and to implement breakthrough policies to facilitate and support businesses in their development and international integration.
Voter feedback reflects the high prices of agricultural supplies, leading to some farmers abandoning their fields; the outbreaks of diseases in shrimp, livestock, and poultry significantly impact the development of the animal husbandry sector. Investment in science and technology development in agricultural production is limited, fragmented, and scattered, lacking focus… despite the enormous potential for development.

Public opinion still has some concerns about the continued existence of private tutoring at various facilities and homes, and the fact that registered tutoring centers are still allowed to conduct tutoring, raising worries about higher costs for schools. Some voters have suggested paying more attention to policies and regulations for preschool teachers, such as increasing salaries to match the specific nature of their profession.

Many voters have expressed concern and anxiety as fraudsters are increasingly active, employing sophisticated tactics and using high technology and artificial intelligence (AI) to deceive and steal people's assets.
Voters have complained about the smoke and dust emitted from the Hoang Mai Cement Plant affecting people's lives, while the district and commune levels lack sufficient machinery and equipment to inspect and handle the issue. They request that the competent authorities inspect and promptly address the problem to ensure the health of the people.

Voters in Hoang Mai town request that relevant authorities at all levels promptly resolve the difficulties and obstacles faced by households (especially those with land ownership dating back to before 1982 in Quynh Xuan ward) in order to expedite compensation payments to households with land within the 13.5m radius of the National Highway 1A upgrade and expansion project.
In addition, some voters raised concerns related to employment, social security, housing for poor households, etc.

The suggestions and recommendations from voters were received and answered by representatives of the departments, agencies, Hoang Mai town, and Representative Pham Phu Binh - Standing Member of the National Assembly's Committee on National Defense, Security and Foreign Affairs, addressing issues within their authority.

At the same time, the National Assembly delegation will compile other opinions and suggestions from voters to forward to the Government, the National Assembly, and relevant levels and sectors for consideration and resolution.
