Nghi Loc voters propose to resolve the situation of using mines to catch seafood
(Baonghean.vn) - Voters in Nghi Tien commune (Nghi Loc district) reported the use of mines to catch fish at sea and the use of offshore fishing vessels to fish close to shore, causing the destruction of seafood resources. They requested that authorities increase patrols and take strong measures to end the above situation.

The content of the voters' reflection is true to the actual situation. In the past time, the Department of Agriculture and Rural Development has directed the Fisheries Sub-Department to carry out many activities and have many solutions to increase the time for inspection at sea such as: Coordinating with the Provincial Border Guard, the Waterway Traffic Police Department and local authorities to inspect at sea; using high-speed boats to inspect and monitor fishing activities; Integrating other activities to have more funding sources to support the fleet.
In 2015 and 2016, the Fisheries Surveillance Fleets operated for 730 days of inspection, control and monitoring at sea, inspecting 6,729 vehicles. The number of violating vehicles was 746, fined 960,800,000 VND and confiscated all evidence (including Bagua wire; homemade mines, industrial mines, detonators with slow-burning fuses, slow-burning fuses...) |
Thus, the fisheries control force has inspected and resolutely handled violations, however, there are still cases of offshore fishing vessels not following the correct coordinates, using mines and electric shock to fish, affecting aquatic resources, causing imbalance in the ecosystem and resources in some places. The main causes leading to the above situations are:
- Due to the limited level and awareness of some fishermen.
- Violations are becoming more and more sophisticated, finding every way to avoid inspection forces; in many cases, Fisheries Surveillance ships discovered fishermen throwing mines to exploit fish, but when chasing and approaching for inspection, they used heavy objects to throw explosives into the sea to destroy the evidence, so specialized forces did not have enough grounds to handle the case.
- The coordinated inspection and control of functional forces is not maintained continuously because the sea area is large, the means and human resources are limited, and the funding provided for the ship's operations is limited.
- Some banned jobs have higher income so fishermen still deliberately violate them.
To minimize the use of mines for fishing, in the coming time, the Department of Agriculture and Rural Development will continue to coordinate with sectors and levels to focus on implementing the following tasks::
- Coordinate with sectors and localities to strengthen propaganda work on the Law on Fisheries and State regulations on the field of Protection and development of aquatic resources, ecology and environment.

- Coordinate with forces such as the Police and Border Guard to strengthen inspection and control of trading and transporting explosives, strictly inspect boats entering and leaving the estuary. Detect, arrest and strictly handle violators. Strengthen synchronous coordination between the community, authorities at all levels and functional forces: Fisheries Surveillance, Police at all levels, Border Guard, Coast Guard to prevent and strictly handle violations;
- Strengthen the role of coastal fisheries co-management groups in localities, promote and propagate to the fishing community to properly implement state regulations on exploitation and protection of aquatic resources.
