A large number of voters in Nghe An province highly appreciated the content and quality of the questioning and answering at the 21st session of the Provincial People's Council on the field of administrative unit arrangement.

I think that at this session, the Provincial People's Council has chosen groups of questions that are close to, "correct and on point" with the issues voters are interested in.

The arrangement of administrative units (ADUs) is of public interest, especially among officials in localities subject to merger. This is an issue that delegates questioned the Director of the Department of Home Affairs.

The question raised by delegate Tran Thi Khanh Linh (Vinh City) at the questioning session was "the arrangement of positions of the Fatherland Front, Farmers' Association, Women's Association, Veterans' Association, Youth Union Secretary, especially attention to over-age Union cadres" is the content that union cadres like us are particularly interested in and concerned about.

According to the response of the Director of the Department of Home Affairs, the province has reviewed and counted the number of redundant cadres; at the same time, it has proposed fundamental solutions as well as the methods of the localities. Accordingly, by December 31, 2024, our province will complete the settlement of redundant cadres and civil servants due to the arrangement of administrative units in the period of 2019-2021 according to the roadmap and requirements. From that way of doing, redundant cadres like us hope that the province will have a plan to arrange jobs after the merger of administrative units.

The Director of the Department of Home Affairs also informed that the Department advised the Provincial People's Committee to submit to the Provincial People's Council a Resolution to support policies for cadres, civil servants, public employees and full-time workers who are redundant due to the rearrangement of administrative units at the district and commune levels. This is a separate policy of the province to encourage and motivate to provide additional support for those who are redundant after the rearrangement.

Through monitoring, I saw that the question and answer session was very lively, the delegates promoted the spirit of representing the people, the delegates' questions were focused, the key points were issues of concern to voters, that was shown by the fact that 20 delegates raised questions and debated.

The response of the Director of the Department of Home Affairs was clear and clearly understood the content he was in charge of. I highly appreciate the spirit and responsibility of the elected representatives as well as the quality of the questioning and answering activities this time.

At the question and answer session, interested delegates asked the Director of the Department of Home Affairs about the merger of Cua Lo town into Vinh city. Regarding this issue, I, like the majority of voters, agree with the policy of expanding Vinh city to exploit the potentials and advantages to enhance the position and influence of the city, which is an opportunity for Vinh city in particular and Nghe An province in general to develop more quickly and comprehensively in the coming time.

The issue of voters in localities subject to merger as well as voters in Cua Lo town being concerned about the arising of documents of organizations and individuals after the arrangement of administrative units has been raised by interested delegates. This content has been clarified by the Director of the Department of Home Affairs and solutions such as: The State stipulates that documents that have not expired can continue to be used and creates conditions for people to convert administrative procedures and when converting, there is no fee to create more favorable conditions for organizations and individuals. Through listening to the answer of the Director of the Department of Home Affairs, it shows that basically the concerns of the people have been answered.

The question and answer session took place in a frank and open atmosphere, focusing on issues that people are concerned about. The questions and answers were very scientific, generally going straight to the point, focusing on the key points, being concise and specific, with debate, clarity and frankness about what has been done and what has not been done, as well as stating the causes, accepting responsibility and proposing specific solutions to resolve difficulties and problems after the merger of public service providers.

The issue of using public assets after merging public service units was raised by delegates and the meeting chairman requested relevant departments and branches to clarify plans for use, maximize functionality, and avoid waste of public assets.

In addition to the response of the Director of the Department of Home Affairs, the Director of the Department of Finance explained the management plan and public assets after the merger of public service units, as well as the plan to ensure new facilities after the merger.

However, in the question and answer session on the shortcomings and problems in the management and use of surplus public assets after the merger, it is necessary to clarify urgent solutions so that the works do not deteriorate or become abandoned while waiting for processing, avoiding wasting State assets.

I hope that in the coming time, there will be fair policies to ensure the effective, humane and scientific implementation of the project of merging public service units. In particular, all levels and functional sectors will soon have solutions to thoroughly handle public assets, especially surplus real estate after merging villages, communes, public service units; medical equipment, vocational education equipment... to avoid loss and waste in the use of public assets.
