(Baonghean.vn) - At the voter meeting, many opinions reflected on the difficulties in arranging and assigning redundant staff after the commune merger.

On the morning of July 1, National Assembly deputies at constituency No. 4, including Mr. Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation; Dinh Thi Kieu Trinh - Deputy Head of the Gender Equality Division of the Department of Labor, War Invalids and Social Affairs, had a meeting with voters of Thanh Chuong district.

Difficulty in arranging and assigning surplus staff

At the meeting, National Assembly delegates provided voters with an overview of the results of the 9th session of the 14th National Assembly. The session also considered and approved 10 laws and 21 resolutions; gave opinions on 6 draft laws and reviewed other important reports.

13 opinions of Thanh Chuong district voters reflected and recommended to National Assembly delegates related to issues: Allowance regime, arrangement of surplus cadres after commune merger, regime for poor households, investment in new rural construction...

Mr. Tran Dinh Tuy - Secretary of the Party Committee of Dong Van commune said that merging hamlets has a larger number of households but the hamlet-level cadre regime is still low. Implementing Decree 34 on amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional activities at the commune, village and residential group levels has encountered many difficulties.

Regarding the arrangement and assignment of redundant staff after the commune merger, Ms. Dinh Thi Thanh Hoa - Chairwoman of the Women's Union of Dai Dong commune reflected: After the merger of the three communes of Thanh Hung, Thanh Tuong and Thanh Van into Dai Dong commune, there were many redundant staff.

For example, the Commune Women's Union has 6 officials, of which 2 are promoted from the President of the Commune Women's Union to Vice President, but receive salary and allowances for the position of President of the Commune Women's Union. In 2021, the Commune Women's Union held a term congress, but the arrangement and assignment of union officials was very difficult, while the officials still met the age requirements and ensured their qualifications.

Ms. Hoa suggested that the State pay attention to arranging surplus staff to ensure stability of the apparatus before the congress. The allocation of the operating budget for the association and unions is too small compared to before the merger of communes, and pay attention to preferential treatment for union and association staff.

Poverty assessment needs to be transparent and realistic

Voter Tran Duc Thuan said that the poverty reduction program is a correct policy of the Party and the State to create conditions for people in difficult circumstances to improve their lives. However, in the process of implementation at the grassroots level, there are many difficulties, shortcomings, unfairness and laxity in management.

“In reality, the evaluation of the poor household policy is still lacking in objectivity and deference. Some households are considered poor but in reality they are not poor because during the evaluation process, they have children going to school, or someone is sick and is entitled to the poor household policy. There is a situation of requesting to separate households to be recognized as poor households.

In addition, the target set by localities is to reduce the poverty rate of the following year compared to the previous year, so there is still a situation of mobilizing households to "escape poverty" to achieve the target of reducing the poverty rate. The State needs to strengthen management, needs to be transparent and close to reality so that the policy can be effective in life" - Mr. Thuan said.

In addition, Thanh Chuong district voters' opinions reflect the situation of fake war invalids' benefits, Agent Orange benefits, and benefits and policies for people with revolutionary contributions.

Voters suggested that the State should continue to have mechanisms and policies to support production for farmers, lower the age of receiving benefits, policies for the elderly, support due to the impact of the Covid-19 pandemic; pay attention to investing in infrastructure construction, quality of electricity sources, and inadequacies in the way of calculating electricity bills...

On behalf of the Provincial National Assembly Delegation, Deputy Head of the Provincial National Assembly Delegation Tran Van Mao acknowledged and accepted the opinions and recommendations of voters of Thanh Chuong district.

Responding to voters' petitions on the arrangement of redundant cadres, the Deputy Head of the Provincial National Assembly Delegation said that the Provincial National Assembly Delegation had sent voters' petitions to the Ministry of Home Affairs and the Ministry of Home Affairs had sent an official dispatch to clarify; at the same time, the Provincial People's Council issued a Resolution, the Provincial People's Committee issued instructions on the arrangement, assignment, and allowances of redundant cadres after the merger of hamlets and communes.

Clarifying voters' feedback on shortcomings in implementing the poverty reduction program, delegate Tran Van Mao suggested that localities need to strengthen monitoring and investigation of poor households to ensure transparency in evaluating poor households.

The voters' opinions and recommendations were clarified by the leaders of Thanh Chuong district. At the same time, the Provincial National Assembly Delegation received the recommendations and sent them to relevant agencies, departments and branches.
