Vinh City voters propose strengthening control of waste discharge activities
(Baonghean.vn)- Voters in Vinh city proposed to strengthen control of waste discharge activities, especially discharge into rice fields.
The relevant authorities responded to this issue as follows:
a. Overview of the situation:
Currently, in Vinh city, there are 4 groups of large waste discharge sources that pose a risk to the environment, especially discharge into fields, specifically including:
- Wastewater from hospitals.
- Wastewater sources from industrial parks: Hung Loc, Dong Vinh, Nghi Phu and Bac Vinh Industrial Park.
- Wastewater source from Vinh city's domestic wastewater treatment plant in Hung Hoa commune.
- Domestic wastewater from residential areas has not been connected to the centralized water treatment system of Vinh city.

b. Pollution remediation results:
- Wastewater from hospitals:
Currently, in Vinh city, 20/21 hospitals have a centralized medical wastewater collection and treatment system (except for the Provincial Police Hospital, wastewater goes through a sedimentation system before being discharged into the environment). The hospitals basically follow a common treatment scheme of decentralized level 1 wastewater treatment combined with centralized biological treatment (level 2 treatment) and wastewater disinfection (level 3 treatment) before being discharged into the environment.
The centralized wastewater treatment system of the old Friendship General Hospital, currently assigned to 4 units (Oncology Hospital, Orthopedic and Trauma Hospital, Hematology and Blood Center, Forensic Center) has degraded, is not operating effectively, and discharges wastewater that does not meet standards into the environment. Currently, the Department of Health is completing procedures to invest in building a new centralized wastewater treatment system for 4 units, and is expected to start construction of the project items in November 2016.
- Wastewater source from Bac Vinh Industrial Park and industrial parks: Hung Loc, Dong Vinh, Nghi Phu:
+ Bac Vinh Industrial Park: Has invested in a wastewater treatment system with a capacity of 250 m3/day and night and has been granted a license to discharge wastewater into water sources.
+ Hung Loc Industrial Park, Nghi Phu Industrial Park and Dong Vinh Industrial Park: All 3 industrial parks have built biological lakes to treat wastewater from the industrial parks before discharging it into the environment. Due to the long time of operation of the industrial parks, the lack of synchronous and degraded infrastructure construction process and the management board being arranged in a part-time form, the management and environmental protection work has encountered many difficulties. Wastewater from the facilities is not thoroughly collected, and rainwater and wastewater have not been separated. Therefore, wastewater treatment has not been highly effective.
- Wastewater source from Vinh city's domestic wastewater treatment plant in Hung Hoa commune:
Project to build a wastewater treatment plant in Hung Hoa commune, Vinh city, invested by Vinh city People's Committee with a treatment capacity of 25,100 m3/day and is assigned to Vinh Urban Infrastructure Development and Management Joint Stock Company for management.

- In the coming time, the Provincial People's Committee will direct the Department of Natural Resources and Environment to implement the following contents:
+ Regularly and proactively inspect and handle units that discharge waste causing environmental pollution under decentralized and assigned management;
+ Coordinate with Vinh City People's Committee to continue reviewing, urging and inspecting units with large discharge volumes and risks of causing environmental pollution;
- Request the Management Board of the Southeast Economic Zone to: Strengthen inspection and supervision of environmental protection work for facilities in Bac Vinh Industrial Park. Strengthen inspection and review of the entire centralized wastewater treatment system of the Industrial Park, ensuring that the output wastewater complies with environmental laws.
- Request Vinh City People's Committee:
+ Strengthen inspection, supervision and guidance on compliance with environmental protection laws and waste discharge for production and business establishments in industrial parks and clusters, and hospitals in the area under management authority.
+ Soon have regulations on collection, connection and treatment of wastewater for small-scale production and business types that are at risk of causing environmental pollution to ensure that wastewater meets regulations before being discharged into the environment, reducing the load on the city's centralized wastewater treatment system.
+ Have a plan to allocate funds to maintain and repair the wastewater collection and treatment system in industrial clusters in the area. Require industrial clusters to promptly prepare documents to apply for a license to discharge wastewater into water sources in accordance with regulations.
+ Develop a roadmap to collect and treat wastewater generated from residential areas that have not been collected and treated in the city.
- Request Vinh Urban Infrastructure Management and Development Joint Stock Company:
Regularly and continuously deploy the centralized wastewater treatment system, ensuring that the treated wastewater meets standards before being discharged into the environment, and remedying the phenomenon of wastewater leakage from the wastewater treatment plant into the environment. Implement environmental quality monitoring and supervision in accordance with regulations, prepare documents to submit to competent authorities for granting wastewater discharge permits into water sources. Report results to the Department of Natural Resources and Environment and Vinh City People's Committee for information and monitoring./.
