At the conference, voter Hoang Van Vinh in Block 2, Nghi Huong Ward said that the second session was transparent, the question and answer sessions were lively, and Nghe An delegates expressed many profound and focused opinions. In addition, voters made recommendations on the issue of land use tax collection.
"Tax authorities must coordinate with local authorities to notify land users in writing when tax payment is due, to avoid the situation of not notifying land users when tax payment is due, but when fined, the fine is very heavy," Vinh voter suggested.
Voter Hoang Van Vinh also added: "I request that relevant agencies pay attention to solving the problem of suspended planning, because the current situation causes many difficulties for the people. They cannot do business, change land use rights or separate land titles for their children because of planning issues."
Voters in Block 2 are also upset about the suspended projects in the town, which are "shelved" or ineffective, causing waste of land funds. Voters said: "For example, the Van Xuan University Project has a scale of 50 hectares but now only uses 9 local workers, the remaining 40 hectares of land are wasted, I propose to quickly reclaim this land area..."

Meanwhile, voter Hoang Hong Son expressed his concern about the widespread production and trade of counterfeit and poor quality goods, and the many shortcomings in food hygiene and safety. I’m afraid of meat containing banned substances to make it leaner, and I’m afraid of vegetables containing stimulants and pesticides… the problem is very painful.”
From there, voter Son recommended that all levels need to step up propaganda and mobilization to say no to dirty food, resolutely, strengthen close supervision, and have strong enough sanctions to deter violations.
In addition, opinions expressed at the conference also mentioned other issues such as paying attention to the regime for people with meritorious services and the elderly; the regime for local retired officials, the regime for party cell secretaries, block leaders, and deputy leaders of mass organizations; strengthening state management of medical and pharmaceutical issues; monitoring and publicly posting drug prices; building ward police headquarters, etc.

Delegate Nguyen Van Chi explained some opinions of voters related to macro policies. |
Receiving 12 opinions of voters raised at the conference, delegate Nguyen Van Chi also explained some macro issues to clarify the voters' recommendations. Regarding the issue of collecting tax on non-agricultural land use, Ms. Chi said that the lack of tax payment deadline notice for people is partly the responsibility of the Town Tax Department.
Regarding the proposal related to the construction of agency headquarters, the delegate emphasized: “The viewpoint of the Party and the State is to prioritize important projects with great influence, and give priority to remote areas. In addition, the State budget is still limited, focusing on paying public debt, new rural debt... I hope that voters will share the current difficult situation.”
Acknowledging voters' recommendations related to salaries for commune officials and policies for local officials, Ms. Chi said that this is a nationwide problem, not just a local one, re-emphasizing the difficulties of budget sources and the National Assembly's approval to increase the basic salary to 1.3 million VND/month from January 1, 2017.
Delegate Nguyen Van Chi requested that local authorities fully summarize the voters' pressing issues, pay attention to explaining and accepting legitimate recommendations. The National Assembly delegation will monitor to grasp the situation, closely supervise the issues raised by voters within the scope of local responsibility.
