Yen Thanh voters: Hamlet chief's allowance is equal to 4 days of construction worker's work, where can we get young workers?
(Baonghean.vn) - Proposing to the National Assembly deputies and voters of Vinh Thanh commune, Yen Thanh district, that more attention should be paid to the allowance regime, in order to create conditions to attract young people to work as village and hamlet officials.
On the morning of April 21, in Vinh Thanh commune (Yen Thanh), National Assembly deputies: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province; Nguyen Sy Hoi - Major General, Deputy Commander of Military Region 4; Hoang Thi Thu Trang - Director of the Provincial Civil Judgment Enforcement Department had a meeting with voters of 4 communes: Vinh Thanh, Vien Thanh, Kim Thanh and Tay Thanh. Attending were representatives of provincial departments, branches and sectors and leaders of Yen Thanh district. |
On behalf of the National Assembly Delegation, Major General Nguyen Sy Hoi informed voters about the expected agenda of the 3rd session of the 14th National Assembly.
During the convening session from May 22 to June 17, the National Assembly will continue to decide on important national issues, listen to the Prime Minister's supplementary report on the implementation of the 2016 economic and state budget plan and the implementation of the economic and state budget plan in the first months of 2017, and listen to the President ratify the protocol on the border and border markers between Vietnam and Laos.
In addition, the National Assembly also continues to develop laws, expected to pass 13 bills, 4 draft resolutions and give opinions on 4 draft laws in the 3rd session.

At the conference, voters expressed their high agreement with the planned agenda of the upcoming session of the 14th National Assembly, and at the same time made specific recommendations on a number of issues of great concern in the area.
Voter Phan Luong Duyen - Secretary of the Party Cell of Tien Trung Hamlet, Vinh Thanh Commune expressed his concern about the current allowance regime for village and hamlet cadres: The hamlet chief currently only receives an allowance of 1 million VND/month, the secretary and head of the Front work committee also only receives 1.2 million VND/month, equivalent to 4 days of work as a construction worker, so how can we attract young people to participate in the work in the hamlet?
According to voter Phan Luong Duyen, to overcome difficulties in training the next generation of village cadres, creating a young, qualified, and healthy human resource to create momentum for the local movement, it is necessary to consider increasing the allowance regime for village cadre positions.

Meanwhile, voter Nguyen Huu Nhan - Chairman of Vien Thanh Commune People's Committee requested the National Assembly Deputies of Nghe An Province to propose to the National Assembly and the Ministry of Transport to soon upgrade and repair National Highway 7A, serving the travel needs of people in the district and economic exchanges in the region. According to Mr. Nhan, many sections on this national highway have seriously degraded, causing difficulties for travel and even posing potential risks to traffic safety.
Also concerned about the infrastructure issue, the representative of Tay Thanh commune - one of the three disadvantaged communes of Yen Thanh district, with a poverty rate of 19%, made a recommendation: In 2011, the province had a policy of supporting communes in special areas to build working offices. Tay Thanh submitted a proposal to the superiors for permission to invest and in 2012, the district People's Committee approved the project with a total capital of 5.7 billion VND. The commune has been supported with 1.9 billion VND, the remaining amount has not been granted over the years despite many requests. From that reality, Tay Thanh voters requested full support, early completion and putting into use of the local working office building.

Voters also proposed many other contents related to issues: investment policies for agriculture, farmers and rural areas, focusing on infrastructure to serve agricultural production, especially irrigation canals; inspection and control of pesticide trading; deadline for land handover, granting of land use right certificates for residential land and agricultural land; waste treatment... and received specific and focused explanations from representatives of provincial departments, branches and leaders of Yen Thanh district.

Speaking at the conference, Provincial Party Secretary Nguyen Dac Vinh, on behalf of the provincial National Assembly delegation, synthesized and fully accepted the voters' legitimate recommendations.
The Head of the National Assembly Delegation of Nghe An province also clarified some issues that many voters were interested in. Regarding the public's concerns about the Trinh Xuan Thanh case, delegate Nguyen Dac Vinh said that with so much different information posted on newspapers, radio, and the internet, voters need to stay calm and filter information.
He analyzed: A business losing 3,200 billion VND and a business stealing 3,200 billion VND from the State are completely different. The leaders of the Oil and Gas Construction Corporation (PVC) are being held responsible for the loss of business, and whether there is serious corruption or not is being investigated according to the law. As for Trinh Xuan Thanh, there is an international arrest warrant, and the General Secretary has also directed all relevant agencies to do everything possible to hunt down this subject.
Regarding the issue of many heavy trucks causing the deterioration of National Highway 7, the head of Nghe An Provincial Party Committee frankly accepted responsibility: “The province is building the D4-N5 road through Nam Cam Industrial Park, running straight from Do Luong to Nghi Thiet Port to avoid the case of heavy trucks “destroying” other routes. However, the progress of the D4-N5 road is slower than expected, which is the fault of the province, not the localities. Thus, some cement trucks are forced to run through Highway 7, but the Department of Transport and enterprises have been very responsible, all the vehicles running through this route are carrying less than the permitted load.”
Regarding the issue of relocating electric poles when constructing roads in the district, the Provincial Party Secretary said that it is best for the district to discuss and reach an agreement with the electricity sector in advance when preparing to build roads, to avoid the situation where the road has been completed but the electric poles are still in the middle of the road, causing a feeling of lack of coordination and goodwill between the units. In addition, National Assembly delegate Nguyen Dac Vinh also expressed his views on the subsidy regime for commune officials, saying that with 11,000 communes nationwide, if the allowance for each part-time cadre in the commune is increased by VND100,000/month, the budget will have to bear a huge burden. "It is likely that in the future there will be a policy of allocating funds to communes to pay for the positions they need, otherwise there will be cases where many hamlets have many cadres or today they apply for this allowance, tomorrow they apply for that allowance," the delegate frankly stated.
Also at the conference, the Head of the Provincial National Assembly Delegation requested the leaders of Yen Thanh district and departments, branches and sectors to continue to coordinate to review and promptly handle outstanding issues, remove difficulties, and meet the reasonable needs and aspirations of the people.
