Many major universities impose strict conditions on candidates eligible for direct admission.

According to the current regulations for admission to regular universities and colleges, the following groups are eligible for direct admission to universities:

Candidates must have had permanent residence registration for 3 years or more, studied for 3 years and graduated from high school in poor districts (students attending ethnic minority boarding schools are considered based on their permanent residence registration), as of the date of application submission, as stipulated in Government Resolution No. 30a/2008/NQ-CP on the Program to support rapid and sustainable poverty reduction for 62 poor districts;

Decision No. 293/QD-TTg of the Prime Minister on targeted support from the central budget for 23 districts with high poverty rates applies the mechanism and policies for infrastructure investment as stipulated in Resolution No. 30a/2008/NQ-CP on the Program for Rapid and Sustainable Poverty Reduction for 62 poor districts;

Candidates who are members of ethnic minority groups as defined in the Education Development Project for Ethnic Minority Groups in the period 2010-2015, according to Decision No. 2123/QD-TTg of the Prime Minister, and candidates from 20 poor border and island districts in the Southwest region.

However, some universities impose very strict regulations on these individuals.

For example, the Foreign Trade University requires applicants to have achieved excellent academic results in grades 10, 11, and 12, and to graduate from high school with a distinction. Furthermore, the number of places available for admission is very limited, less than 1% of the university's total enrollment quota for 2014. The university stated that it will base its selection on the average GPA of the three aforementioned years, ranking applicants from highest to lowest.

The Diplomatic Academy requires that direct admission only accept applications from candidates with a "Good" academic performance rating in grades 10, 11, and 12, and who graduated from high school with a GPA of "Fair". The quota is 10 students. The major accepting direct admission is International Relations (Chinese Language).

The University of Economics Ho Chi Minh City does not limit the number of students admitted directly, but the application requirements are very high. Specifically: Students must have achieved a GPA of "excellent" or higher in all three years of high school (grades 10, 11, and 12) and a GPA of "excellent" or higher in the high school graduation exam.

Candidates eligible for direct admission must complete a one-year preparatory course before officially beginning their studies. The curriculum for this preparatory course is determined by the Principal.
