Prime Minister is a new title restored by the 2019 Constitution. The last person to hold this position in Cuba was the historic revolutionary leader Fidel Castro Ruz, from 1959 to 1976, when he was elected President of the Council of State and the Council of Ministers under the 1976 Constitution.
The Prime Minister of Cuba shall assume executive power over the Council of Ministers, the supreme executive body of the Cuban State system, and its Standing Committee, and shall report and be responsible to the National Assembly and the President for his work.
The Head of the Cuban Government also has the duty to control the activities of central administrative organizations, national agencies and local authorities. He also has the right to propose to the President to replace members of the Council of Ministers and to propose candidates for their replacement.
Similarly, the Cuban Prime Minister also has the right to give instructions and control the implementation of these instructions to the Provincial Governors – another position that has just been restored by the new Constitution and will be elected next January./.
