Nghe An Customs Department dialogues with FDI enterprises

On the afternoon of August 8, Nghe An Provincial Customs Department organized a dialogue conference with FDI enterprises in 2023. Attending the conference were representatives of leaders of provincial departments, branches and sectors and more than 40 FDI enterprises in the province.

Over the past 2 years, Nghe An has been an attractive, safe and effective investment destination for investors, especially FDI investors. This was demonstrated in 2022, when for the first time Nghe An entered the top 10 localities attracting the largest FDI investment in the country, with a total newly granted and adjusted capital of up to 939.45 million USD.

Notably, in the first 6 months of 2023, Nghe An province attracted 8 FDI projects with registered capital of 613.8 million USD, total newly granted and adjusted capital of 725.4 million USD, ranking 8th out of 63 provinces and cities.

Many famous investment enterprises in the world in the field of electronic equipment manufacturing and high-tech applications have trusted and chosen Nghe An as the place to implement projects such as: Goertek from China, investing 500 million USD; Ju Teng from Taiwan, investing 200 million USD; Everwin from Hong Kong, investing 200 million USD and Luxshare ICT from China, investing 140 million USD.

Currently, there are more than 100 FDI enterprises participating in import-export activities in the province; contributing about 30-35% of the province's export turnover; contributing to economic restructuring, promoting growth, increasing budget revenue for the province, and creating jobs for thousands of workers.

In order to contribute to promoting the province's investment attraction in recent years, the Provincial Customs Department has made efforts to implement and deploy many solutions to quickly clear import and export goods; effectively resolve difficulties of enterprises and individuals in carrying out customs procedures, accompany and share difficulties with enterprises to create favorable conditions for the development of import and export activities.

At the conference, the Provincial Customs Department disseminated and disseminated general information on newly issued and amended customs laws and policies in 2023.

Representatives of associations, unions, and the FDI business community frankly discussed difficulties related to customs procedures and contributed many practical and enthusiastic opinions on the management of import and export activities. Among them, they proposed that the Customs Department accompany businesses to facilitate customs clearance of goods; develop logistic services, and support businesses to reduce costs and time.

For the tax-free list, regularly review and compare with the tax-free list, compare with the commodity policy to advise the province in implementing key projects, large projects, contributing to promoting investment activities of the province. Some businesses discussed the handling of temporarily imported and re-exported goods and hoped that the Customs sector would strengthen guidance in this area.

At the same time, Nghe An Customs Department needs to continue to review and support businesses in many flexible ways, proactively listen to feedback and contributions from businesses. Proactively connect and provide information to businesses related to customs laws, processes and procedures for customs clearance of goods.

Representatives of the Provincial Customs Department have answered and sought directions and solutions; regularly reviewed legal documents within their functions and tasks to detect inadequacies or inconsistencies in reality in order to promptly propose, amend, and supplement to remove obstacles, creating conditions to help businesses quickly overcome immediate difficulties.

At the same time, promote administrative reform and digital transformation in customs operations. Accordingly, with the plan to digitally transform the Customs sector by 2025, with a vision to 2030, focusing on building digital technology applications, digital data and solutions of the 4.0 Industrial Revolution to adjust business processes to fundamentally and comprehensively innovate state management activities on customs, serve people and businesses, reduce costs, improve productivity and efficiency of state management on customs. By 2030, the General Department of Customs strives to complete the construction of Smart Customs.

Results of import and export activities in Nghe An province as of July 31, 2023. Total number of enterprises participating in customs procedures: 237 enterprises; especially the number of FDI enterprises with more than 100 enterprises accounting for nearly 50% of enterprises operating in import and export activities in Nghe An province. Total number of import and export declarations: 5,251 sets of declarations, an increase of 26% over the same period in 2022 (4,145 sets of declarations). Total import and export turnover reached 1.8 billion USD. State budget revenue at Nghe An Provincial Customs Department: 627 billion VND, completing 51% of the legal target.
