Deputy Director of Environment: 'I am upset because the loss of money affects the agency'
Mr. Nguyen Xuan Quang said he was "very upset" because his personal affairs affected the agency's reputation.
On the afternoon of October 3, the General Department of Environment met with the press to inform about the loss of nearly 400 million VND by Mr. Nguyen Xuan Quang - Deputy Director of the Department of Environmental Protection Control (Ministry of Natural Resources and Environment) at a hotel in Long An.
Introduced to attend the meeting as a “victim”, Mr. Quang appeared calm in the face of questions and answers from the leaders of the General Department of Environment related to his case.
When the leader of the General Department of Environment assigned him to directly answer questions about his personal thoughts, Mr. Quang stood up and expressed: "I am very upset because my work, from a personal accident, has unintentionally caused inaccurate information, affecting my reputation and that of the agency and organization."

Regarding bringing money on a business trip with the purpose of "buying land", Mr. Quang said, "he planned to spend the first week off of the business trip to go to Ho Chi Minh City to see land with his wife's sister". However, due to being busy with work, Mr. Quang did not go to Ho Chi Minh City and the transaction had not been completed when the money was lost.
Having just returned from Long An on a trip to verify the incident, Deputy Director General of Environment Hoang Van Thuc said that, in theory, the theft of Mr. Nguyen Xuan Quang was a personal matter. However, because the incident occurred while Mr. Quang was on a business trip to the locality according to the inspection plan of the Ministry of Natural Resources. In addition, the information related to a number of "opened and unopened envelopes at the scene" made the public doubt the origin of Mr. Quang's personal property; the transparency in the inspection process of the Working Group led by Mr. Quang, so the Ministry directed the General Department to coordinate to clarify.
Mr. Thuc said that, after checking the scene at Mr. Quang's room (room 209, Thanh Van 2 Hotel), the police recorded that only a few personal belongings remained, including: a wallet (containing 13 million VND and 2,300 USD), 2 mobile phones and 1 wristwatch. "There were no envelopes in the room (unopened and opened) as some previous information," Mr. Thuc said.
Responding to the question of whether, in addition to Mr. Quang's report, the General Department has any other channels to verify that the nearly 400 million VND belongs to Mr. Quang's family, the leader of the General Department of Environment said that the police have initiated a case of theft and the unit will wait for the investigation results to know the details.
"The General Department hopes that all information will be transparent," said Mr. Thuc.
On September 27, Deputy Director Nguyen Xuan Quang reported the loss of nearly VND400 million at a hotel in Long An. At that time, he was leading an environmental inspection team with 30 businesses in the area, expected to last from September 21 to October 11. The leaders of the Ministry of Natural Resources and Environment have asked the Director General of the Environment to report the incident. At the same time, Mr. Quang temporarily stopped inspecting Long An and returned to Hanoi to "settle work". In his explanation, Mr. Quang affirmed that the money belonged to his family and he brought it with him to contribute money to buy land. On October 2, the General Department of Environment issued a notice to appoint another person as the Head of the delegation to replace Mr. Quang and continue the inspection in some southwestern provinces as planned. On the same day, the police agency announced that it had initiated a case of property theft after Mr. Nguyen Xuan reported the loss of nearly 400 million VND. |
