Road Construction Administration: Leaders nearly double staff

Many units of the Ministry of Transport have more leaders than specialists and workers, and in some places, leaders are almost twice as many as employees.

On the afternoon of March 2, the National Assembly's supervisory delegation worked with the Ministry of Transport on administrative reform. Deputy Chairman of the National Assembly's Law Committee Hoang Thanh Tung asked the Ministry to explain a number of issues related to the organizational structure of units assisting the Ministry in performing its state management functions.

There are places where leaders have twice as many employees.

Mr. Tung asked the Ministry to explain why, while the staff is limited, the ratio of leaders/specialists and workers in some units is still quite large.

Typically, the Legal Department has 6 leaders and 8 specialists; the Personnel Department has 8 leaders and 14 specialists; the Railway Department has 30 leaders and 72 specialists. In many units, the number of leaders exceeds the number of employees.

Specifically, the Ministry Inspectorate has up to 20 managers, while there are only 18 specialists and workers. Or the Department of Construction Management and Quality of Traffic Works has 10 more leaders than employees (41/31). Even the Department of Road Construction Management under the Vietnam Road Administration has nearly double the number of managers (28/15).

Explaining the above figures, Deputy Minister of Transport Nguyen Van Cong said: "Overall, the leader/specialist ratio is quite high, but looking at each department, there are many rooms and each room only has 1 head of department and 1 deputy head of department. Multiplied, it sounds like a lot, but it is all in accordance with regulations."

Increase the number of contacts but not the number of staff

According to the report of the Ministry of Transport, as of February, the organizational structure of the Ministry has 22 administrative agencies (including 12 departments, the Ministry Office, the Ministry Inspectorate, 1 general department, 7 departments) and 27 public service units. Compared to the previous term, there are 2 more administrative agencies and 6 public service units.

This increase was also "pointed out" by the monitoring team, requiring the Ministry of Transport to explain.

Deputy Minister Cong said that the essence of this increase is due to the rearrangement of existing organizations, transferring a number of units from departments to directly under the Ministry to meet the requirements of assigned tasks.

"Increasing 2 administrative management agencies but not increasing the staff, only based on the staff allowed by the Ministry of Home Affairs, then considering the capacity of each officer to regulate the work suitable to their capacity", the Deputy Minister of Transport explained.

He also added that the increase of 6 public service units is the project management boards transferred from the general departments and bureaus, but the Ministry did not establish any more, so it did not increase the staff.

"The Ministry of Transport has developed a project to streamline the payroll and the payroll has decreased compared to a few years ago" - Deputy Minister Cong emphasized.

The Ministry of Transport also informed that in 2016, the administrative sector reduced 60 positions (3%) compared to 2015. In addition, the Ministry has reviewed and approved the list to streamline 19 civil servants. For the public service sector, 838 positions (9.8%) were reduced and the list to streamline 69 people has been reviewed and approved...

In general assessment of administrative reform, many delegates said that the Ministry of Transport has had many remarkable reforms.

In particular, the pilot exam for leadership recruitment of the Ministry of Transport has achieved results and has been widely replicated, many other ministries and sectors have learned from it.

Delegate Tran Thi Quoc Khanh also acknowledged that in recent years, the Ministry of Transport has always been at the top in terms of administrative reform, with a reasonable, streamlined and non-overlapping apparatus arrangement.

“The Ministry has done a very good job in state management and public service management. Even when I was drafting the Public Administration Law, I used the reforms of the Ministry of Transport as a model for my research,” said Ms. Khanh.
