Nghe An Province Civil Judgment Enforcement Agency exceeded many targets in 2021

In 2021, despite many difficulties due to the Covid-19 outbreak and complicated developments in the province, the implementation of targets and tasks was carried out promptly by the THADS agencies in the province with many drastic, synchronous and effective measures and solutions. Thanks to that, the results of THADS and THADS monitoring in the whole province have reached and exceeded the assigned targets and tasks.

Specifically, the target of "Issuing decisions on enforcement of judgments in accordance with the law for 100% of civil judgments and decisions that have come into legal effect" was basically implemented on time and in accordance with the law. In 2021, the civil judgment enforcement agencies in the province issued 13,836 decisions on enforcement of judgments (number of newly accepted judgment enforcement cases), including 11,631 proactive judgment enforcement decisions and 2,205 judgment enforcement decisions upon request.

Classification results: Regarding work, there are 15,819 jobs with conditions, accounting for 84.6%; 2,874 jobs without conditions and with postponement or temporary suspension of execution, accounting for 15.4%; regarding money, there are 1,092,419,991,000 VND with conditions, accounting for 57.6%; 802,796,665,000 VND without conditions and with postponement or temporary suspension of execution, accounting for 42.4% of the total amount to be executed.

The target of "Improving the quality and rate of civil judgment execution to over 81.5% in terms of work and 40.1% in terms of money" has been overcome by civil judgment enforcement agencies in the province in overcoming difficulties caused by the Covid 19 epidemic, focusing on directing and organizing drastic implementation, so the results of implementing this target in the whole province have exceeded the target.

Regarding: Total must execute 18,693 cases, of which 13,836 were newly accepted in the year. Result of execution: 13,189/15,819 cases with conditions completed, reaching 83.37% (exceeding 1.87% of assigned target).

Regarding money: Total amount to be executed is 1,895,216,655,000 VND, of which 1,786,570,753,000 VND was newly accepted in the year (not including 1,099,938,818,000 VND entrusted). Result of completed execution is 474,398,314,000 VND/1,092,419,991,000 VND with conditional execution, reaching 43.43% (exceeding 3.33% of assigned target).

The target of "Improving the quality of effective enforcement of money and property recovery in criminal cases of corruption and economic crimes, especially cases under the supervision of the Central Steering Committee for Anti-Corruption, ensuring the recovery rate of misappropriated money and property reaches over 60%. The results of enforcement of judgments for credit institutions and banks, and state budget revenues ensure a higher rate of completion of work and money than in 2020" has achieved many positive results.

Execution results for credit institutions and banks: Total number of cases to be executed is 517/1,294,059,513,000 VND (accounting for 2.77% of the number of cases and 68.28% of the amount of money in the total number to be executed). Execution results are 93/357 cases with conditions, reaching 26.05%; the amount of money executed is 254,475,720,000 VND/840,509,519,000 VND with conditions, reaching 29.23% (an increase of 36 cases/104,245,016,000 VND, equivalent to 5.95% in cases and 5.83% in money compared to 2020)...

Based on the results achieved, at the Conference, delegates at the connecting points, leaders of the Provincial THADS Department, and specialized departments under the Department clearly pointed out the limitations and shortcomings, pointed out the objective and subjective causes, and exchanged, discussed, recommended, and proposed key solutions for the first quarter of 2022.

Concluding the Conference, Comrade Pham Quoc Nam - Director of the Provincial Civil Judgment Enforcement Department stated: On the basis of closely following the targets and tasks according to Resolution 96/2019/QH14 of the National Assembly on crime prevention and control and law violations, the work of the People's Procuracy, the People's Court and the enforcement of judgments, the Decision on assigning targets and tasks of the Ministry of Justice, the General Department of Civil Judgment Enforcement, the Conclusion of the Leaders of the Ministry of Justice and the direction of the Provincial Party Committee, People's Council, and Provincial People's Committee to organize the synchronous implementation of all aspects of work, focusing on a number of key tasks:

Focus on promoting THADS right from the first days, first months, and first quarter of the 2022 work; identify the first quarter of 2022 (from October 1, 2021 to December 30, 2021) as one of the key quarters for organizing the execution of judgments, so units are required to focus on actively and urgently implementing the work of general review and assessment of the current status of cases completed in 2021 and transferred to 2022.

Develop plans and solutions to resolve cases that are eligible for enforcement by the unit, focusing on resolving groups of cases of recovering money and assets in criminal cases related to economics and corruption; major cases affecting targets and tasks; complicated, long-standing cases; credit and banking cases; State budget revenues, etc.
