The Publishing Bureau requested a review of all dictionaries.

Following the incident where Vu Chat's Vietnamese dictionary, which contained many inaccuracies, continued to be used, the Publishing Department requested that publishers review all dictionaries they have published.

On the morning of October 21st, the Department of Publishing, Printing and Distribution (hereinafter referred to as the Publishing Department) held a press conference to address concerns surrounding the use of Vu Chat's dictionary, which contains numerous inaccuracies.

The Publishing Bureau has requested a review of all dictionaries that have been released on the market.

After a period of assessment and collection of documents and evidence, the Publishing Department decided to recall the Vietnamese Dictionary and the Vietnamese Dictionary for Students by author Vu Chat. At the same time, based on the explanations provided by Tre Publishing House and Thanh Nien Publishing House, the Department determined that these two publishers had been impersonated in the distribution of Vu Chat's dictionary. Regarding the two books published by Hong Duc Publishing House and Culture and Information Publishing House, the Department forwarded all relevant files to the inspection agency of the Ministry of Information and Communications for review and handling.

Following the incident involving Vu Chat's dictionary, the Department issued a document requesting all publishers nationwide to proactively review dictionaries already published and manuscripts currently in the publishing process. The publishing process for dictionaries requires content review by specialized scientific councils.

The agency held the publishers responsible for publishing the inaccurate dictionary, and also stated the reasons for the errors: "According to Article 18 of the 2012 Publishing Law, the directors and general directors of publishing houses are responsible before the law and the governing body for their publications. The errors in the dictionary reflect the publishers' lax implementation, specifically the editing and proofreading process before signing the publication decision. The publishers have neglected their management responsibilities."

Regarding the handling of pirated and counterfeit books, Ms. Mai Thi Huong, Head of the Publishing Management Department of the Bureau, said: "We will coordinate with cultural security agencies and market management agencies to better handle counterfeiting. In the coming time, the Bureau's inspection and kiểm tra of infringing publications will be carried out resolutely and thoroughly." The Ministry of Information and Communications will soon issue a circular (currently under drafting) specifying the handling of each level of violation. In this circular, publishing partners will also be held legally responsible.

Ms. Mai Thi Huong stated that the Department receives between 28,000 and 30,000 book titles for publication each year, not including other cultural publications. However, the Publishing Management Department only has 10 people who handle various other tasks, making it impossible to review and censor all the books on the market. Furthermore, to carry out this task, the department has a team of 12 collaborators, including professors, doctors, and experienced publishers and editors. Nevertheless, Ms. Huong revealed that the number of books the Department reviews after post-publication review is unlikely to reach 50% of the total number of books submitted for registration.

Regarding the inspection of published content, the Department conducts regular post-inspection and handles violations. In 2013, the Department handled over 224 publications, and in the first nine months of this year alone, it handled nearly 79 cases of violations. When asked why the Department does not publicize the processed publications so that the general public can be aware and avoid them, Ms. Huong said: "We don't publicize every case because many books, after being recalled, arouse curiosity, causing many people to seek them out or photocopy them to read, which has the opposite effect. For many books, we only issue official requests and quietly recall and destroy them."
