The manhunt for two biological sisters involved in drug crimes on the eve of Tet

The Criminal Police Department of the Provincial Police has just successfully arrested two especially dangerous wanted criminals, two biological sisters: Ngo Thi Xoan (born in 1972, residing in block 15, Cua Nam ward, Vinh city); Ngo Thi Hanh (born in 1983, residing in hamlet 4, Hung Chinh commune, Vinh city).
A member of the Special Task Force said that in order to successfully arrest the two wanted subjects Ngo Thi Xoan and Ngo Thi Hanh, the wanted group and the Criminal Police Department had to work very hard and flexibly and synchronously use professional measures because these were two "seniors" in the underworld, their family members were all bad elements, both their husbands and children had been in and out of prison for being involved in the trade of white death.

Previously, through the work of checking the area and checking the types of subjects in Vinh City, the working group of the Criminal Police Department of the Provincial Police discovered that there were many especially dangerous wanted subjects hiding in society, with many potential factors causing instability in the social order and safety situation. Among them, Ngo Thi Xoan and Ngo Thi Hanh stood out.
Ngo Thi Hanh has 2 previous convictions and Ngo Thi Xoan has 7 previous convictions, mostly related to illegal drug trafficking and transportation. As they are both very cunning and sly, during the time they committed the crime and served their sentences, they were constantly pregnant and raised young children to get their sentences suspended.
On October 20, 2016, when Hanh had just left her house by car, detectives immediately swooped in and caught her, to her surprise, with 1.1 kg of drugs. At the investigation agency, Ngo Thi Hanh stated that she had purchased the crystal meth from a Mong ethnic group in Tuong Duong district to prepare for delivery to a customer. In April 2017, Ngo Thi Hanh was sentenced to 15 years in prison by the People's Court of Nghe An province for illegally transporting 1.1 kg of drugs.
As for Ngo Thi Xoan, a woman with a troubled past of 7 previous convictions for gambling, resisting law enforcement officers, etc., she is no stranger to the police force. In March 2017, after buying 2 heroin cakes from an acquaintance, Xoan brought them home to hide and sell for profit.
On March 21, 2017, while Xoan was transacting with a customer, he was caught red-handed by the police with a heroin cake. For his crime, Xoan was sentenced to life in prison by the Provincial People's Court for illegally transporting drugs.
Both Xoan and Hanh were granted a temporary stay of execution because they were raising a child under 36 months old and were pregnant. Taking advantage of the leniency policy of the Party and State, the two sisters Xoan and Hanh fled the locality. In November 2018, the Criminal Enforcement and Judicial Support Police Department issued a wanted notice for Ngo Thi Xoan and Ngo Thi Hanh.

After issuing the wanted notice, the enforcement agency used many arrest measures but still had no results. Through the collected information and documents, the working group of the Criminal Police Department determined that these two subjects may be hiding in the southern provinces to continue their criminal activities, so they established two special projects 983M and 972V to arrest the two subjects Ngo Thi Xoan and Ngo Thi Hanh.
Right from the time of establishing the project, the Project Board determined that it was impossible to exploit information from the families of the two subjects as well as persuade the two subjects to surrender to enjoy the leniency of the law. The Project Board collected valuable information and determined that the hiding place of the two sisters was a boarding house in Hiep Binh Chanh Ward, Thu Duc District, Ho Chi Minh City.
The task force quickly went to Ho Chi Minh City to coordinate with Thu Duc District Police and Binh Thanh District Police to arrest the subjects. It must also be said that this boarding house is considered a complicated area, gathering many gangsters in the underworld, so the arrest was planned very meticulously and carefully.
At 11pm on January 26, the authorities conducted a raid and successfully arrested two subjects, Ngo Thi Xoan and Ngo Thi Hanh. Checking the rented room, the police seized many documents and luggage, including the paperwork the subjects were working on to prepare to leave for the UK.
On January 28, the two subjects were escorted to Nghe An and handed over to the Criminal Enforcement Police Department of the Provincial Police according to regulations.
